Preface:-

Under Rule 7 of the Maharashtra Land  Revenue (Disposal of Government Lands)  Rules, 1971, a provision is made for the grant of government land on leasehold basis to educational institutes, local authorities or government recognised gymnasiums for playgrounds or other recreational purposes on a nominal rent of Rupee one (Rupee 1/-) per annum for a term not exceeding fifteen years. Under the above referred Government Circular dt.8th February, 1983, rates have been fixed for the grant of land at concessional rate to education institutes, charitable institutes, government recognised gymnasiums etc. In furtherance thereof, a provision is made for the grant of land on a lease term of not more than 15 years for playgrounds in Municipal Corporation areas by charging 8% annual rent on 10% of the market price. Under the above referred Government Resolution dt. 11th May, 1984, it was resolved that the amount of lease while leasing out land for the playgrounds of educational institutes and government recognised gymnasiums in the Municipal Corporation areas for a term not exceeding 15 years, should be based on the market price prevailing as on 1st February, 1976. However, on account of the short term of 15 years aid from the Central Government, as well as other bodies cannot be obtained for developing playgrounds for various types of sports. Moreover, loan is not available for equipping grounds with modern facilities and sports equipment for different types of sports and for the development of grounds with other amenities. Hence, a demand was made by various bodies for fixing the said term at 30 years.

GOVERNMENT RESOLUTION:-

Rule 7 of the Maharashtra Land Revenue (Disposal of Government Lands) Rules, 1971 is hereby amended by this Government Resolution and the term of lease for the grant of government lands to educational institutes and government recognised gymnasiums for playgrounds is raised to thirty years.

            2. The orders issued under Reference dt.8th February, 1983 and 11th May, 1984 regarding terms/conditions for the sanction of land and the levy of lease amount shall continue.

            3. These orders shall come into force from the date of issuance.

            4. This Government Resolution has been issued with the concurrence of the Department of School Education, Department of Higher & Technical Education and the Department of Finance.
