                                    Precaution to be taken by the Competent Authorities in the preparation of Annexure II regarding Eligibility of Hut Holders

            Under the above referred Government Circular, Dt.17th January, necessary Guidelines were issued regarding precaution to be taken by the Competent Authorities in the preparation of Annexure II regarding eligibility of Hut Holders. Following modifications are hereby made to this Circular:-

            1. Serial No.6 of this Government Circular contains an instruction that “Ration Card should not be accepted as a proof of eligibility” In stead, it should be read as —

            “In stead of conclusive evidence, Ration Card should be accepted as a corroborative evidence as a proof of eligibility”.

            2. In Serial No. 9 of this Government Circular, the following text should be included—

            “Photograph should be taken in the presence of Competent Authority or his Representative. However, camera/videography should be arranged by and at the cost of developer.”

            3. In the form prescribed under Serial No.16, in stead of all huts, it should be read that—

            “Actual inspection of minimum 10% huts should be carried out by the Competent Authority in person, 25% inspection should be carried out by the officers of minimum Group B Rank under his control and 100% inspection should be carried out by the concerned Surveyor of land or field officers and certificate should be issued to that effect.”

            4. The text contained in Serial No.17 is omitted. In stead, the following text is added—

            “The Competent Authority should obtain from each eligible hut holder, a notarized Letter of Consent on Rs.100/- Stamp Paper, to the effect that he has consented to become a member of the co-operative housing society and concurred in the concerned Slum Rehabilitation Scheme and the Developer. In order to establish the identity of the eligible hut holder and to verify that he is the actual hut holder, finger prints of minimum one finger of the hut holder should be obtained by paying actual visit to the slum, in the presence of the Representative of the Competent Authority, by using Bio-Metric Technology at the expense of the concerned Developer. Simultaneously, photographs of the hut holders with their family members, as far as possible, should be taken in front of their hut, in such a manner that the number of hut would be prominently visible. The Competent Authority should preserve the information so collected in the form of database on CD or like format, as well as in print format.”

            5. The instructions contained in this Government Circular in the Department of Housing, bearing No:-ZoPuYo-2007/Pra.Kra.107/ZoPaSu-1, Dt. 17th January, 2008, would be applicable to Draft Annexures-II, filed with the proposals of Scheme submitted to the Slum Rehabilitation Authority on or after 17th January, 2008.
