Preface:-

            Considering growing energy demand in the state development of new and renewable (non-conventional) energy sources is inevitable. For this it is imperative to develop off-grid energy generation projects in the state by exploiting solar and bio-energy sources which are abundantly available. This would help reduce the burden on conventional energy sources and maintain balance of nature by reducing green house gases. Because of such off-grid power generation projects, power requirement in the state can be met to some extent.   

            The Government contemplated the matter of declaring a Consolidated Policy for boosting use of new and renewable energy sources by off-grid projects by exploiting new and renewable energy sources by such means as installation of off-grid solar electric sets on the rooftops and land of office buildings of government/semi-government bodies, government educational institutes, as well as rooftops of buildings and lands of private buildings, promoting use of solar pumps for small water and tap water supply pumps, installation of plants based on solar energy for cooking in various government and other bodies, installation of solar heater plants, generation of decentralised energy based upon bio-gas projects and commissioning decentralised micro grid projects etc.

            Under this Consolidated Policy, business opportunities would be available to small and medium scale manufacturers in the state through Off-Grid New and Renewable Energy Projects. This would help generation of employment in this sector and boost investment. Under this Policy, generation of power from organic waste generated from household and industrial sector would be promoted, so as to propagate new and renewable energy sources. Hence, it would mitigate the problem of waste products in urban and rural areas and boost the generation of environment friendly power and bio-fertilizers. In comprehensive view of all these factors, the consolidated policy is declared as set out hereunder:-

GOVERNMENT RESOLUTION:-

1. Under this Consolidated Policy, following targets are set for the state for the next 5 years and upon commissioning of projects, annual generation/saving of power to be achieved as per the targets generally, shall be as hereunder:-

            1) Target:- Off-Grid Solar Electric Sets on the rooftop of building and land:-200 M.W.

            * Saving/Generation:-24 Crore units (240 Million Units) power generation.

            2) Target:-Installation of solar pumps for small water and tap water supply pipelines:- Total 10,000 solar pumps.

            * Saving/Generation:-4.8 Crore units (48 Million Units) power generation.       

            3) Target:- Installation of solar energy based plants for cooking:-Projects of 1,50,000 sq.mt. capacity.

            * Saving/Generation:-13.77 Crore Units (137.7 Million Units) power generation.

            4) Target:- Installation of solar heater plants. 5.1 Lakh sq.mt (318.75 Lakh Litres).

            * Saving/Generation:- Reduction in the peak hour power to the extent of 318 M.W.  

            5) Mandatory Installation of Solar Heater Plants.

            6) Target:- Installation of Bio-Gas based Decentralised Power Generation Projects. Total 4,000 K.W.

            * Saving/Generation:-0.72 Crore Units (7.2 Million Units) Power Generation.        

            7) Decentralised Micro-Grid Pilot Project:- 2 villages.

2. Under this Policy, the District planning Committee shall be at liberty to reserve 5% of the total regular expenditure towards funds for the procurement of plants from the District Annual General Plan funds, to be described hereinafter. 

            2.1 For the New and Renewable Energy Generation Projects to be implemented under this Policy, the Guidelines and Technical Specifications laid down by the Central Government under MahaUrja shall be adopted. Moreover, in this regard, it would be mandatory to use the state-of-art updated technology prescribed by the Central Government, from time to time, as well as to secure compliance of the Guidelines issued by the MahaUrja in this regard, from time to time.

            2.2 An objective, convenient Model equipped with easy procedure shall be separately issued for the installation and commissioning of projects under this Policy and for boosting installation of projects for effective implementation of this Policy.   

            2.3 For speedy development of the projects set up under this Policy, technical sanction shall be granted by MahaUrja. For this, the Commissioning agency should deposit an amount equal to one per cent of the project cost with MahaUrja. Moreover, various government/semi-government departments would be obliged to seek technical sanction and technical specifications from MahaUrja while installing Non-Conventional Energy Plants specified under this Policy or other Plants from any other fund.

            2.4 Use of Hon’ble MP and Hon’ble MLA funds shall be permitted for implanting schemes under this policy.

            2.5 Benchmark cost of various Plants installed under this Policy, shall be declared by MahaUrja, every year. The concerned Commissioning Agencies should use this benchmark cost in the E-Tender System for installing and commissioning their Projects.  

            2.6 Manufacturers /System Integrators installing Projects under this Policy, would be obliged to get themselves registered with MahaUrja.

3. Installation of Off-Grid Solar Energy Sets on the Rooftop of Buildings and Land:-

            Off-Grid Solar Electric Sets to be installed in the offices of government, semi-government and local self-government bodies, aided educational institutes, as well as in private buildings. Of these, Off-Grid Solar Energy Sets with capacity of 1 to 50KW to be installed on rooftops of buildings and land shall be eligible for financial assistance.

            a. For the installation of Off-Grid Solar Electric Sets to be installed in government hospitals, general hospitals, rural hospitals, primary health centres, hostels of government and tribal and social welfare department, government educational institutes, government hostels, offices of government, semi-government and local self-government bodies, as well as government buildings of public utility, entire funds shall be provided from the District Annual General Funds. Under this Policy, a target is set for commissioning projects of total 150 MW in the next 5 years.

            3.1 A Project Report for the installation of Project is to be prepared by the District Level Commissioning Agency in the concerned department. A proposal complete in all particulars shall be awarded administrative sanction by the concerned District Collector from the District Annual General Fund. Technical sanction for project shall be granted by MahUrja. With a view to encouraging the use of New and Renewable Energy, all Municipal Corporations (Including Greater Mumbai) and all other urban and local self-government bodies should issue necessary instructions for the installation of Plants.       

            3.2 The department which intends to implement the project shall act as the Commissioning Agency for the project and implementation of the entire project shall be carried out by the Head of Department at district level/level of local self-government body.

            3.3 Installation of Off-Grid Solar  Energy Sets on the rooftop and land should conform to the technical specifications and ratings prescribed by the Ministry of New and Renewable Energy of the Central Government and the Maharashtra Energy Development Agency (MEDA- MahaUrja), from time to time. The responsibility for the installation, as well as maintenance and repairs of Off-Grid Solar Electric Sets on the rooftops and land shall rest upon the Commissioning Agency.

            3.4 Under this Policy, government offices/local self-government bodies shall be at liberty to use their own funds for the installation of plants. Technical sanction for such projects should be obtained from MahaUrja.

            3.5 Financial provisions:- For installation of Off-Grid Solar Electric Sets on the rooftops of buildings and land under this Policy, an average sum of Rs.300.00 Crore(Rupees Three Hundred Crore  Only) per annum for the next five years by way of 3% of the regular expenditure sanctioned under General Schemes, Adivasi Sub-Schemes and Scheduled Caste Sub-Schemes from the District Annual General Fund, shall be provided under the sub-head of “Non-Conventional Energy” from such District Annual General Fund.

            3.6 The provisions of this Policy shall also apply mutatis mutandis to the Off-Grid Solar Electric Sets to be installed on the rooftops of buildings and land under I.P.D.S Scheme of the Central Government to be implemented by MahaVitaran.

                b. Installation of Off-Grid Solar Electric Sets on the rooftops of buildings of various Bodies in the State:-

            3.7 Under this Scheme of installing Off-Grid Electric Sets on the rooftops of buildings of various bodies in the state, a target of commissioning projects of total 50MW capacity in the next 5 years is hereby set.     

            3.8 If dispensaries, co-operative societies, co-operative housing societies, buildings registered with the Registrar of Co-operation, registered buildings under Apartment Ownership Act, buildings in registered townships, charitable  institutes, educational  institutes commission Solar Electric Sets as stated above, they shall be eligible for financial assistance to the extent of Rs.20/-per watt or 20% of the project cost, whichever being less.

            3.9 For aforesaid bodies, plants of 5 KW to 20 KW capacity, shall be eligible for financial assistance. Such financial assistance shall be disbursed by MahaUrja in the form of reimbursement.

            3.10 For setting up projects, project promoting society is required to prepare a Project Report and a proposal complete in all particulars should be submitted for the sanction of MhaUrja.

            3.11 Financial Provision:- For installation of Off-Grid Solar Electric Sets on the rooftops of buildings  and land, a sum of Rs.20.00 Crore (Rs. Twenty Crore Only) shall be provided every year for the next 5 years from the fund of 13th Finance Commission.

            3.12 Apart from financial assistance provided in the state under this Policy, installation of Solar Energy Projects by way of Foreign Direct Investment under Central Government Policy for raising necessary capital, shall be permitted. Technical sanction for such projects should be obtained from MahaUrja.

4. Use of Solar Pumps for Small Water and Supply of Water by Pipelines:-

            The Central Government has emphasized supply of water in rural areas by pipeline. In rural and remote areas, on account of irregular supply of electricity and in the unelectrified areas, it is not feasible to supply water by pipeline. Hence, in the villages/hamlets/settlements/Village Panchayats in the state, which face the problem of interrupted electricity supply/where electricity is not supplied, it would be useful to use solar pumps for public water supply schemes for the drawal and supply of drinking water. Therefore, small water and water supply pipeline schemes are to be implemented by installing solar energy based pumps of 3.5 and 7.5 Horsepower on the available sources like lakes/wells/bore wells.

            4.1 Target of installing 10,000 Off-Grid Solar Pumps of 3.5 and 7.5 Horsepower capacity, as per requirements, in the villages/hamlets/settlements/Village Panchayats in the State, in the next 5 years, is hereby set:-

                (a) Villages/hamlets/settlements/Village Panchayats, having a population of up to 5,000, shall be eligible as per technical merit.

                (b) The places where electricity supply for public water supply schemes is not remunerative on account of geographical conditions, would be eligible.

                (c) Villages which are not yet supplied electricity, villages which are entirely dependent upon hand pumps for drinking water, villages facing interrupted supply of electricity would be eligible and they would be given preference.  

                (d) The villages which have availed of Water Sanjivani Scheme of MahaVitaran Company and whose electricity supply is permanently stopped/about to be stopped for non-payment of electricity bills, shall be eligible under this Scheme.

            4.2 Bodies like Maharashtra Life Authority, Rural and Urban Local Self-Government Bodies should install Solar Water Filter Plants, together with Solar Pump Schemes, as per requirements, but before installation of such plants they should get their feasibility examined by a Competent Agency. Department of Water Supply and Sanitation should prepare a Scheme for the installation of water filter plants. Thereunder, necessary technical assistance shall be offered by MahaUrja for the use of solar energy.       

            4.3 Under this Policy, Rural and Urban Local Self-Government Bodies/Maharashtra Life Authority shall act as the Commissioning Agencies for the installation of solar pumps under water supply schemes.

            4.4 It would be imperative to install Off-Grid Solar Pumps in conformity with the Technical Specifications and Ratings prescribed by the Ministry of New and Renewable Energy, from time to time. 

            4.5 Financial Provision:- An average sum of Rs.100.00 Crore (Rupees Hundred Crore Only) per annum for the next 5 years, by way of 1% of the total regular expenditure sanctioned for Adivasi  Sub-Schemes, Scheduled Caste Sub-Schemes and General Schemes under the District Annual General Fund, shall be provided under the Sub-Head of “Non-Conventional Energy” from the District Annual General Scheme.

 5. Installation of Solar Energy based Plants for Cooking:-

            Presently, conventional fuel such as wood, LPG, kerosene, furnace oil, etc. is mainly used for community cooking. As a result, there is carbon emission which leads to degradation of environment. Hence, it has become imperative to maintain balance of environment and to provide for alternative fuel. In view thereof, it has become imperative to undertake the programme of installing solar energy based plants for cooking in various institutes in the state. Such type of technology is available in various genres and it is developing every day. It is necessary to encourage installation of solar energy based cooking mechanism in such places.

                (a) Government/Semi-Government Bodies/Government Educational Institutes:-

            The places, such as government hospitals and mental health hospitals, government dispensaries, government educational institutes, canteens of public undertakings, government hostels, where community cooking is resorted to, can take advantage of this Policy.

            5.1 The District Planning Committee should make a provision as per prescribed percentage under the Sub-Head of “Non-Conventional Energy” under District Annual General Scheme. A programme of installing “Parabolic Dish” in the area of 1,00,000 Sq.Mt in the next 5 years is hereby fixed. For this, entire provision of fund shall be made from the District Annual General Fund.

            5.2 Financial Provision:- Funds to the extent of an average Rs. 60.00 Crore (Rupees Sixty Crore Only) per annum for the next 5 years, by way of 0.6% of the total regular expenditure sanctioned  for General Schemes, Adivasi Sub-Schemes and Scheduled Caste Sub-Schemes from the District Annual General Fund, shall be provided under the Sub-Head of “No-Conventional” Energy under the District Annual General Scheme.             

                (b) Other Institutes: Apart from government departments, there is scope for the installation of solar energy based plants for cooking in other areas, as well. In view thereof, it is imperative to encourage participation of other sectors.

            5.3 A programme of installing “Parabolic Dish” in he are of 50,000 Sq.Mt. in the next five years, is hereby fixed for the sectors other than government sector.

            5.4 Financial Assistance:- Presently, a financial assistance to the extent of Rs.4,000/- per Sq.Mt, along the lines of Central Government Policy in the Ministry of New and Renewable Energy shall be offered. Besides, beneficiaries shall be eligible to obtain available financial assistance from the Central Government.

            5.5 Financial Provision:- For financing this Project, a sum of Rs.4.00 crore per annum shall be provided from the funds of the 13th Finance Commission for the next 5 years.

            5.6 Such financial assistance shall be disbursed by the MahaUrja in the form of reimbursement.

6. Solar Heater Plant:-

            (a) Government Bodies:-

                6.1 A target of installing solar heater plants in such places as hospitals, dispensaries, Rest Houses of Government, Semi-Government and Local Self-Government Bodies, hostels, training centres within an area of 2.5 lakh Sq.Mt (156.25 Lakh Litres per day) is hereby fixed.

                6.2 Plants of minimum 250 Litres per day or upwards capacity shall be installed.

                6.3 The department which intends to implement the project shall act as the Commissioning Agency for the project and entire implementation of the project shall be carried out by the Head of Department at the concerned district level/level of Local Self-Government Body.

                6.4 For the installation of Project, a Project Report is to be prepared by the Commissioning Agency of the project and a proposal complete in all particulars shall be awarded administrative sanction by the concerned District Collector from the fund of the District Annual General Fund. Fort this, technical sanction for the project shall be obtained from MahaUrja.

                6.5 Solar Heater Plants shall be installed in conformity with the prescribed technical specifications and ratings laid down by the Central Government in the Ministry of New and Renewable Energy and Maharashtra Energy Development Agency (MahaUrja), from time to time. The responsibility for the installation, as well as maintenance and repairs of such solar heater plants up to five years, shall rest upon the concerned manufacturer/system integrator.

                6.6 Financial Provision:- For this, an average sum of Rs.40.00 Crore (Rupees Forty Crore Only) per annum for the next 5 years, by way of 0.4% of the total regular expenditure sanctioned for the General Schemes, Adivasi Sub-Schemes and Scheduled Caste Sub-Schemes sanctioned from the District Annual General Fund shall be provided under the Sub-Head of “Non-Conventional Energy” shall be provided under the District Annual General Scheme.

            (b) Other Institutes:-

                6.7 For the installation of solar heater plants in the dispensaries/hospitals registered with Charity Commissioner, co-operative societies, co-operative  housing societies, buildings registered with Co-operative Registrar, registered buildings  under Apartment Ownership Act, buildings in registered townships, educational institutes etc. , a target of 2.50 Lakh Sq.Mt (156.25 Lakh Litre per day) for the next 5 years, is hereby set.  

                6.8 Under this Policy, plans of minimum 500 Litres per day and upwards capacity shall be installed.

                6.9 To encourage installation of solar heater plants in the state, a financial assistance of Rs. 1.500/- per Sq.Mt shall be offered to the concerned institute by MahaUrja on reimbursement basis.

                6.10 Solar heater plants should be installed in conformity with the Technical Specifications and Ratings prescribed by the Central Government in the Ministry of New and Renewable Energy and Maharashtra Energy Development Agency (MahaUrja), from time to time. The responsibility for the installation, as well as maintenance and repairs of such solar heater plants, upto 5 years, shall rest upon the concerned manufacturer/system integrator.

                6.11 Financial Provision:- For this, a sum  of Rs. 8.00 crore (Rupees Eight Crore Only) shall be provided for the next 5 years, from Green Energy Fund.

            (c) The  concerned  department shall be at liberty to implement schemes of individual  benefit for he installation of solar heater  plants of 100 to 250 Litres per day capacity for domestic use, along the lines of other schemes  of individual  benefit implemented by departments such as, Tribal Development Department, Department of Social Justice and Special Assistance. Necessary technical guidance for the implementation of such schemes shall be offered by MahaUrja. Procedure for the implementation of such programme should be separately fixed by the concerned department in consultation with MahaUrja.

            (d) Beneficiaries from Below Poverty Line and Lower Income Group shall be eligible for financial assistance upto 50% of the total price of the domestic solar heater plants offered by Zilla Parishads in the state. In this regard, a capacity of 125 Litres per day per family, has been fixed. A target of 2,000 Sq.Mt. per annum for the next 5 years is hereby set.

                6.12 Financial Provision:- In order to fulfill  the aforesaid  target, a sum of  Rs.80.00 Lakh (Rupees Eighty Lakh Only), per  annum shall be provided from Green Energy Fund, for the next 5 years.

7. Mandatory Installation of Solar Heater Plants:-

            7.1 In the new construction undertaken by co-operative societies, co-operative  housing societies, buildings  registered with the Registrar of Co-operation, buildings  registered  under Apartment Ownership Act, buildings in registered townships, charitable institutes/dispensaries, educational institutes and commercial buildings within the areas of Municipal Corporations and “A” Class Municipal Councils, installation of solar heater plants shall be mandatory. For mandatory installation of solar heater plants in new buildings, appropriate modifications shall be made to the Development Control Regulations in the state by the Department of Urban Development. A Nodal Committee presided over by the Department of Urban Development to make necessary recommendations to the Government vis-à-vis mandatory use of solar heater plants and to take a follow-up on its implementation.

            7.2 Installation of solar heater plants shall be mandatory for the new government and semi-government residential buildings. However, installation of solar heater plants shall be optional for the old government and semi-government residential buildings.

            7.3 The responsibility for fulfilling obligation of installing solar heater plants in government residential buildings, shall rest upon the Public Work Department and in case of semi-government residential buildings, such responsibility shall rest upon the construction agency of the concerned department. 

            7.4 Technical sanction and technical assistance in this regard, should be obtained from MahaUrja.

8. Decentralised Bio-Gas based Electricity Generation Project:-

            It is necessary to encourage environment friendly electricity generation projects based on Bio-Methenation Technology, from the organic waste generated within the limits of Municipal Corporations/Municipal Councils in the state, bio-organic products available in government/semi-government bodies (e.g. prisons, insemination centres, bull foster centres under the care of department of animal husbandry etc.) wasted eatables or solid bio-waste and all other waste products capable of bio-degradation generated in community kitchens/kitchens of commercial, industrial and other institutional buildings etc. For setting up such projects, incentives are being offered by the Central Government in the Ministry of New and Renewable Energy. A Policy in this regard, is laid down as hereunder:-

            8.1 A target is hereby set of installing projects with 4,000 KW capacity under Bio-Methenation Technology based Decentralised Power Generation Policy, in the next 5 years, by exploiting organic waste products  from urban/rural areas of the state.

            8.2 Electricity Generation Projects with 3 to 250 KW capacity shall be installed.

            8.3 Bio-Gas based Electricity Generation Projects shall be set up in such places, as cattle sheds/cowsheds/Panjarapols in rural and urban areas, agriculture/food processing industry (such as poultry farming, dairy etc.), zoological gardens, government/semi-government bodies, industrial/commercial institutes/establishments with large kitchens where eatables are wasted and other organic solid  waste is available, charitable institutes/hostels/dhabas where  food  is wasted, Agricultural Produce  Marketing Committee and other large places where vegetables are wasted, as well as Village Panchayats/Municipal Councils/Municipal Corporations  and Cantonment  Bodies etc. where organic waste products capable of bio-degradation are available in sufficient quantity.     

            8.4 Such projects can also be set up in large housing colonies under the jurisdiction of Municipal Councils/Municipal Corporations/MHADA/CIDCO and such other similar agencies (e.g. housing societies with 500 families or more households).

            8.5 For installation of Bio-Gas Project, the Project promoters should get themselves registered with MahaUrja. It shall be mandatory to set up such Bio-Gas based Electricity Generation Project through project developers registered with MahaUrja.

            8.6 The concerned project promoters shall be at liberty to seek financial assistance from the Ministry of New and Renewable Energy, as well.

            8.7 For the speedy development of Electricity Generator Projects based on 100% Bio-Gas with capacity of 3 to 250 KW installed in the state, shall be eligible for the financial assistance of Rs. 40,000/- per KW.

            8.8 Under this Policy, Bio-Gas Project of minimum 25 to 85 cubic metre capacity or projects with capacity in multiples thereof or other projects of recognised capacity/design can be set up.

            8.9 In the installation of bio-gas plants, plants based mainly on K.V.I.C, Floating Tank (vertical/horizontal system) Technology, other plants recognised by the Ministry of New and Renewable Energy of the Central Government, as well as, projects based on prevailing/new technology held eligible for financial assistance by the Ministry of New and Renewable Energy shall be eligible for financial assistance.

            8.10 Plants recognised by the Ministry of New and Renewable Energy shall be given priority. However, bio-gas generation projects based on new technology with proven efficacy in Indian climate whose successful installation commissioning certificates have been issued by Government/Semi-Government Bodies/Local Self-Government Bodies and other concerned agencies, shall be considered as  a special matter.

            8.11 Only upon successful commissioning of such projects, project promoters shall be offered financial assistance by the MahaUrja in the form of reimbursement.

            8.12 Electricity Generation Projects based on Bio-Methenation Technology processing organic waste generated within the limits of Government/Semi-Government Bodies/Local Self-Government Bodies, as well as Agricultural Produce Marketing Committees and capable Village Panchayats with population of 5,000 or more shall be encouraged on private basis. Such projects shall be eligible for financial assistance of Rs. 40,000/-per K.W. For this, the concerned bodies should provide required suitable land on nominal rent to the project developers. As far as possible, organic solid waste required for the project should be provided free of cost, on the site of project, every day.

            8.13. The concerned Government/Semi-Government/Local Self-Government Bodies should select a private developer and execute a Long Term Agreement with such developer for the management, maintenance and repairs of such project. Besides, the concerned Local Self-Government Bodies/Agencies should manage removal/transmission/distribution of the electricity and fertilizers generated from the project, at local level, itself.

            8.14 Only upon presentation to the MahaUrja of a certificate, regarding successful commissioning of project issued by Government/Semi-Government Bodies/Local Self-Government Bodies and other Agencies, the financial assistance payable for the projects developed privately, should be paid to the concerned project Developer.

            8.15 If the concerned Government/Semi-Government/Local Self-Government Bodies develop such projects on their own, the financial assistance payable therefor, shall be offered to such Government/Semi-Government/Local Self-Government Bodies.

            8.16 Financial Provision:- For such installed projects, a sum of Rs.3.20 crore per annum shall be provided from the funds of the 13th Finance Commission.

9. Decentralised Micro-Grid Project on Pilot Basis:-

            A Decentralised Micro-Grid Project based on solar energy or any other non-conventional energy shall be implemented on pilot basis in two villages from very remote areas of the state, which are not electrified.

            Financial Provision:- To fulfill the target described above, a sum of Rs.1.00 crore (Rupees One Crore Only) shall be provided each year from the Green Energy Fund, for the next 2 years.

10. The expenditure to be incurred on the matters listed in this Policy is Rs.537.00 Crore (Annual) and Rs. 2,682.00 Crore for five years.  This expenditure shall be met from the District Annual Scheme, 13th Finance Commission and Green Energy Fund.

            A Committee presided over by the Hon’ble Chief Secretary shall be constituted to make modifications to the targets set under New and Renewable Energy Sources (Non-Conventional Energy Sources) based Off Grid Electricity Generation Consolidated Policy, 2016 of the state, to conduct a central review thereof and to resolve difficulties arising during the course of implementation and the difficulties encountered in the proposed Policy shall be resolved by such Committee.

11.
