Preface:-
The Government has been implementing slum rehabilitation scheme with the noble object of making Mumbai and eventually Maharashtra, slum free. Initially, due to demonetization and lately due to global pandemic of Corona, the financial condition of private developers has become precarious. As a result, the private developers face financial difficulties while implementing slum rehabilitation scheme. Hence, day-by-day it is becoming difficult to maintain the expected momentum in the implementation of rehabilitation scheme. As per the prevailing provisions, the developers find it difficult to pay nearly 25 per cent premium at the beginning of Project. Moreover, after paying such amount, the developers find it financially challenging to implement the scheme effectively. Hence, the Government contemplated the matter of granting concession to developers in the payment of premium.
Government Resolution:-
Having regard to the factual situation described above and after taking a comprehensive view of the matter the Government has resolved to lay down the following Guidelines and to prescribe the following stages and rates of premium to be charged and recovered by the Slum Rehabilitation Authority from the private developers while carrying out re-development of slums on the publicly owned lands, until 31st March, 2021:-

1. | After sanction, but before the issue of Letter of Intent of the Scheme. | 10% of the Premium Amount |
2. | Before issuing Commencement Certificate for the saleable building. | 10% of the Premium Amount |
3. | Before issuing Occupation Certificate for the saleable building for the sale thereof in open market. | 80% of the Premium Amount |
