Preface:-

            It is observed that the startups under the leadership of women have to face various types of challenges and hurdles. For want of special assistance and adequate funds, the women in this field find it difficult to succeed. Encouraging the start-ups led by women and the upcoming startups of school and college female students from the beginning and guiding them through the medium of Incubation Centres active in the state and making their prototypes etc., requires assistance. If financial assistance is provided to the startups led by women as per their requirements they will get a new lease of life and it will also generate employment for other women. The startups led by women can promote development of startups based upon the local needs and local raw material. The development of start-ups can promote self-reliance in women and broaden their business oriented attitude through the means of development of such startups. Furthermore, it would promote development of startup Eco-System at urban and rural level, as well. For this purpose, it is necessary to lend financial back-up to the startups under the leadership of women and as such the Government contemplated the matter of commissioning “Punyashloka Ahilyadevi Holkar Women’s Startup Scheme” in the state.

Government of Resolution:-

            Sanction is hereby granted for commissioning “Punyashloka Ahilyadevi Holkar Women’s Startup Scheme” for backing up startups in the state led by women at the initial stage.

            1. Objects and Nature of the Scheme:-

                1. To back up start-ups in the State of Maharashtra led by women.

                2. To extend one time assistance to the start-ups in the state led by women having innovative theme for the growth of their business and expansion.

                3. To make startups of women in the state self-reliant and self-sufficient.  

                4. To identify Maharashtra as the State having the largest number of women startups in the country.

                5. To accelerate generation of   employment though the means of women startups and thereby reduce unemployment.

                6. 25% of the total layout of the scheme shall be reserved for the women in the Backward Class and the women in Economically Backward Class specified by the Government.

                7. The startups in the state led by women at their incipient stage shall be offered financial assistance of a minimum of Rs 1 Lakh and maximum of Rs. 25 Lakh depending upon their turnover.

            2. Eligibility of the Beneficiaries under the Scheme shall be as hereunder:-

                1. The registered startups in Maharashtra  led by women registered by the Department of  Promotion  of Industry & Internal Trade, Government of India.

                2. Women Promoters/Co-Promoters are required to have a minimum 51% share in such startups.

                3. The startups led by women should have been functional for a minimum one year.

                4. The annual turnover of startups led by women should be between Rs. 10 Lakh and Rs. 1.00 Crore.

                5. The startups under women leadership should not have derived any financial benefit in the form of subsidy under any Scheme of the State Government.

            For the implementation of this Scheme, the Maharashtra State Innovation Society is hereby declared as the Implementing Agency.

            3. Process of filing Application for the Benefit under the Scheme and selection of Beneficiaries:-

                1. An online application under the Scheme can be filed on the official website of the Maharashtra State Innovation Society viz. www.msins.in, free of cost.

                 2. For filing such application, documents such as Proposal of the Company, Company Registration Certificate (MCA), DPIIIT Accreditation Certificate etc. shall be required.

                3. Of the applications so received, preference shall be given to promising, innovative and highly impactful startups. 

                4. Of the applications so received, special priority shall be given to the start-ups promoting generation of employment.

                5. The Commissioner of Commissionerate for Skill Development, Employment and Entrepreneurship shall constitute an “Evaluation Committee”. From the applications so received, a Presentation Session of the startups which fulfill the set criteria will be conducted by the Committee and startups shall be selected in accordance with the Evaluation criteria. For this purpose, action shall be taken in collaboration with the leading institutes in the field of startup/banking. The Startups which are found to be eligible shall be paid the due amount in the form of subsidy. The “Evaluation Committee” shall submit to the “Monitoring and Review Committee” its Reports regarding implementation of the Scheme, from time to time.

                6. A “Monitoring and Review Committee” to be presided over by the Secretary in the Department of Skills, Employment, Entrepreneurship and Innovation is hereby constituted by the State Government.  A Review of the Scheme shall be conducted by this Committee, from time to time, and necessary modifications shall be made to the Scheme. This Committee shall comprise the Chief Executive Officer of the Maharashtra State Innovation Society, Joint Secretary/Deputy Secretary, Department of Skills, Employment, Entrepreneurship and Innovation, as well as Experts from the startups Eco-System as Invitee Members and the Additional/Joint Chief Executive Officer of the Maharashtra State Innovation Society, Mumbai shall act as the Member-Secretary of this Committee.

                7. For disseminating benefits of the Scheme, a sum up to 1% of the total layout of the Scheme shall be spent on the publicity and propagation campaign.

            4. Sanction is hereby granted to meet the expenditure of this Scheme from the Account Head Demand No. ZA-2, Main Account Head 2230 A334 –(31) Subsidiary Grants, until a separate Account  Head is made available under the Scheme. Once a separate Account Head under the Scheme is received, the funds shall be adjusted under such Account Head.

            5. For this purpose, the Commissioner of the Commissionerate for Skills Development, Employment and Entrepreneurship is hereby appointed as the “Controlling Officer”, while the Assistant Director, Accounts is appointed as the “Drawing and Disbursing Officer”.

            6. The Commissioner, the Commissionerate of Skills Development, Employment and Entrepreneurship, New Mumbai should transfer such funds to the Chief Executive Officer of the Maharashtra State Innovation Society, Mumbai and maintain and update separate Accounts, therefor. The responsibility of ensuring that the funds are spent for the very purpose for which they are assigned, shall rest upon the Chief Executive Officer of the Maharashtra State Innovation Society, Mumbai.    

            6. This Government Resolution has been made available on the website of the Government of Maharashtra viz. www.maharashtra.gov.in  and its Code Number is 202407091749145003. This Resolution is attested and issued under Digital Signature.
