(2) Letter from the Commissioner for Integrated Child Development Service Scheme, bearing No:-EBaViSeYo/Ka-5/NMS/Palnaghar/48/2025, Dt.30.01.2025.

Preface:-

            The Central Government, vide its Letter at Reference No. 1 above, has given instructions to adopt and publish the National Minimum Standards and Protocol for creches, which are to be followed by individuals/voluntary bodies/corporations/companies/universities/government organisations/non-government organizations etc. before commissioning creches. The Commissionerate for Integrated Child Development Service Scheme, New Mumbai, in consultation with the Central Government, vis-à-vis such Guidelines, submitted its Proposal regarding action to be taken in the matter of creches, vide its Letter at Reference No. 2 above. Accordingly, the Government contemplated the matter of issuing Guidelines vis-à-vis crèches.

Government Circular:-

            If individuals/voluntary bodies/companies/universities/hospitals/care service providers/government organisations/non-government organisations etc. want to start crèches in the state, then they will be obliged to follow the Guidelines of the Central Government set out in this Government Circular, as well as the relevant Terms and Conditions, herein.

            2. Accordingly, an institute starting a crèche will be obliged to follow the criteria/provide amenities and facilities as per those Guidelines, vis-à-vis provision of amenities and facilities in the cre’che, cre`che administration committee, staff to be appointed in the cre`che, the Terms and Conditions of their appointment and the training to be imparted to them, duties of the cre`che supervisor and cre`che attendant, medical facilities in the cre`che, various entries to be maintained in the matter of cre`che, safety measures, (CCTV and other facilities) etc.

            3. The cre`che Administration will be required to hold minimum 1 Meeting per month with the guardians of the concerned children. The cre`che Administration will be required to record the instructions emanating from the guardians and make improvements, accordingly.

            4. No grant shall be permitted to the cre`ches, either from the Central or State Government.

            5. Committee:-

            Sanction is hereby accorded to constitute Committees at various levels in respect of cre`ches to be started as per these Guidelines, vis-à-vis such matters as monitoring, review, guidance etc. Accordingly, the composition and operational scope of these Committees shall be as hereunder:-

            7. In furtherance of this Circular, the Commissioner, Integrated Child Development Service Scheme, New Mumbai should issue detailed instructions as per requirement to the concerned parties calling upon them to take action, accordingly.
