Preface:-

            Dharavi is the oldest and largest sum in the continent of Asia and Mumbai City and till today, the redevelopment of this slum has been carried out by the Slum Rehabilitation Authority in a phase-wise manner. However, as civic amenities and other infrastructural facilities are not made available in an appropriate manner, the Government contemplated the matter of carrying out consolidated development of the entire Dharavi slum, with a view to achieving development of such amenities in a proper manner.  In furtherance thereof, under Government Resolution dt. 04.02.2004, a proposal envisaging an estimated expenditure of Rs. 5,600 Crore for the Dharavi Redevelopment Scheme has been sanctioned. Under the criteria of the Dharavi Redevelopment Scheme, the rehabilitation of the slum dwellers will be carried out, in situ.

            2. In furtherance of the Government Resolution dt.04.02.2004, vis-à-vis Dharavi Redevelopment Scheme, a Draft of new Regulations modifying certain Regulations of the Development Control Regulations, 1991, was published on 21.01.2007. A provision has been incorporated in Regulation No.33(10)(A) of the Development Control Regulations, laying  down a criteria regarding eligibility of the hut holders in the Redevelopment of the slum to the effect that those persons whose names are included in the Voter’s List of 01.01.1995 or prior thereto and who are continuously occupying such huts till today, would be eligible therefor. Suggestions and objections were invited from public, vis-à-vis modifications to the Development Control Regulations. Accordingly, large scale objections and suggestions have been received and they are being dealt with, in an appropriate manner.

            3. In the matter of slum dwellers, who are affected by development works pertaining to Mumbai Urban Transport Project (MUTP), Mumbai Urban Infrastructure Project (MUIP), Mithi River Development and Conservation Project and Mumbai International Airport Expansion and Modernisation Scheme, the Government has already fixed 01.01.2000, as the date for the purpose of eligibility in the Rehabilitation Scheme as a matter of Special Rehabilitation Policy.

            4. Dharavi is a centrally located site of the largest slum area in the Asian continent, spread over an area of 174 hectare, along eastern and western phalanges, forming a link between Mumbai and Mumbai suburbs, in close proximity to National Highways which start in Mumbai and is affiliated to all three Railway Routes of Central Railway, Western Railway an Harbour Railway. It is an industrial centre, catering to small scale industries by manufacturing goods complementing their needs. It is close to Bandra-Kurla Complex. For carrying out development of Dharavi Redevelopment Project, expression of interest has been invited at international level. The Central Government has made an announcement to set up an International Business Centre in Mumbai. In a meeting of High Level Secretarial Committee presided over by the Chief Secretary, held on 25.07.2007, a recommendation was made to declare Dharavi Redevelopment Scheme as a vital public project. Against this backdrop and in view of the importance of Dharavi Redevelopment Scheme declared by the State Government at international level, the Government, with a view to achieving its implementation in an easy manner, contemplated the matter of dealing this Scheme as a vital public project.

Government Resolution:-

            In view of the importance of Dharavi Redevelopment Scheme, and with a view to achieving its implementation in an easy way, the Government hereby accords its sanction for declaring this Scheme as a vital public project.
