Preface:-
The extent of women in Maharashtra State having anemia is more than 50. Moreover, according to Labour Survey Reports, the percentage of male employment is 59.10%, whereas the percentage of female employment is 28.70%. Having regard to this factual scenario, it is necessary to make improvement in the financial and health conditions of women.
To boost health and nutrition of women and to secure their financial self-reliance, various schemes are being implemented in the state. Compared to men, the labour participation of women is less, which impacts their financial independence. In view of these facts, it has been resolved to commission “Mukhyamatri Mazi Ladki Bahin” Yojna in Maharashtra State for securing financial independence of women in the state, for improving their health and nutrition and for strengthening their decisive role in the family.
Government Resolution:-
Sanction is hereby accorded for commissioning “Mukhyamatri Mazi Ladki Bahin” Yojna in Maharashtra state for securing financial independence of women, for improving their health and nutrition and for strengthening their decisive role in the family.
1. Objects of the Scheme:-
(1) To provide adequate facilities-amenities to women and girls in the state and thereby accelerate generation of employment.
(2) To achieve their financial and social rehabilitation.
(3) To make women in the state self-sufficient and self-reliant.
(4) To boost empowerment of women and girls in the state.
(5) To secure improvement in the health and nutrition of women and their dependent children.
2. Nature of Scheme:- During the eligibility period, the self Aadhar linked and Direct Benefit Transfer enabled bank account of each eligible woman shall be credited a sum of Rs. 1,500/- per month. Furthermore, if benefit of less than Rs. 1,500/- is already availed of under any other financial benefit scheme of the Central/State Government, the amount of difference shall be paid to the eligible woman under the Scheme.
3. Beneficiaries of the Scheme:- Married women, widows, divorcees, deserted and unsupported women in the age group of 21 to 60 years in the State of Maharashtra.
4. Eligibility of Beneficiaries under the Scheme:-
(1) Beneficiary women shall be required to be resident of Maharashtra State.
(2) Married women, widows and divorcees, deserted and unsupported women in the state.
(3) Having completed minimum age of 21 years and up to completion of maximum age of 60 years.
(4) For availing benefits under the Scheme, the beneficiary applicant would be required to have a bank account.
(5) Annual Income of Beneficiary family should not exceed Rs. 2.50 Lakh.
5. Ineligibility:-
(1) Consolidated Annual Income of whose family exceeds Rs. 2.50 Lakh.
(2) Any Member of whose family is Income Tax Payer.
(3) Any Member of whose family is working as regular/permanent employee/contractual employee in any Government Department/Undertaking/Board/Local Body of the Central or State Government or drawing pension after retirement. However, employees working through Outsourcing Agency or voluntary workers and employees shall not be ineligible.
(4) The beneficiary woman has already availed of more than Rs. 1,500/- under any financial scheme implemented by other department of the Government.
(5) Any Member of whose family is the incumbent or former Member of Parliament/Member of Legislature of state.
(6) Any Member of whose family is the Chairman/Vice-Chairman/Director/Member of the Board of any Corporation/Undertaking/Board of the Government of India or State Government.
(7) Members of whose family jointly have more than five acres of agricultural land.
(8) Any Member of whose family has a four wheeled vehicle (excluding tractor) registered in his name.
If “Eligibility” and “Ineligibility” criteria of the Scheme need to be revised, action shall be taken with Government sanction pursuant to the opinion of the Department of Planning and Department of Finance.
6. Following documents are required to be submitted for availing of Benefits under the Scheme:-
(1) Online Application for the benefits under the Scheme:-
(2) Aadhar Card of Beneficiary:-
(3) Domicile Certificate of Maharashtra State/Birth Certificate pertaining to Maharashtra State.
(4) Certificate regarding Income of Head of Family issued by the Competent Authority. (Annual Income up to Rs. 2.50 Lakh mandatory)
(5) Photostat copy of the first page of Bank Account Pass Book.
(6) Passport sized photograph.
(7) Ration Card.
(8) Letter of Undertaking promising to obey the Terms and Conditions of the Scheme.
7. Selection of Beneficiaries:- Once Anganwadi Sevikas/Supervisors/Head Sevikas/Setu Suvidha Centres/Village Panchayats/Gram Sevaks/Ward Officers scrutinize and certify online the eligibility of beneficiaries under “Mukhyamantri Mazi Ladki Bahin Yojna”, the applications of beneficiaries should be submitted to the Competent Officer. The Competent Officer should control such proceedings. Accordingly, the responsibilities of Anganwadi Sevikas/Supervisors/Head Sevikas/Setu Suvidha Centres/Village Panchayats/Gram Sevaks/Ward Officers under the Scheme are fixed as hereunder:-

8. Controlling Officers:- The Commissioner, Women and Child Development, Maharashtra State, Pune shall be the “Controlling Officer” for the Scheme. Moreover, the Commissioner, Integrated Child Development Service Scheme, New Mumbai shall act as the “Joint Controlling Officer” for the Scheme.
9. Procedure of Scheme:-
(a) Procedure for filing Application:- Applications under the Scheme can be filed online by uploading them on Portal through Mobile App/Setu Suvidha Centres. For this, following procedure is laid down:-
(1) An eligible woman can file online application under this Scheme.
(2) For those women who cannot file online applications the facility of filing their applications shall be provided in the Anganwadi Centres/offices of Child Development Project Officers (Urban/Rural/Adivasi)/Village Panchayats/Wards/Setu Suvidha Centres.
(3) The applications so filed, shall be uploaded online by the staff appointed in Anganawadi Centres/offices of child Development Project Officers (Urban/Rural/Adivasi)/Setu Suvidha Centres and due acknowledgment Receipt shall be issued for each application, so successfully filed.
(4) The entire procedure of filing applications shall be free of cost.
(5) Each applicant woman shall be required to appear in person at the aforesaid places, so that her photograph can be taken and E-KYC can be done. For this the woman would be required to furnish the following information:-
(1) Entire Identity Card of Family (Ration Card)
(2) Self Aadhar Card
(b) Publication of the Provisional List:- Upon receipt of applications, the provisional list of eligible applicants shall be uploaded on the Portal/App and a copy thereof would be put up on the Notice Board of Anganwadi Centres/Village Panchayats/Ward.
(c) Acknowledgment of Objections:- Objections against the published list shall be received trough the Portal/App. Furthermore, written objections/grievances can be recorded with the Chief Development Project Officers through Anganwadi Sevikas/Head Sevikas/Setu Suvidha Centres. The objections/grievances received in writing (offline) shall be entered in a Register and uploaded online. It is imperative that all objections/grievances be recorded within 5 days of the date of publication of the list of eligible beneficiaries.
A Grievance Redress Committee presided over by the concerned District Women and Child Development Officer shall be constituted for the resolution of all such objections.
(d) Publication of Final List:- The objections, so received shall be resolved by the said Committee and final list of eligible beneficiaries shall be prepared. A separate list of eligible/ineligible beneficiaries shall be published through Anganwadi Centres/Village Panchayats/Wards/Setu Suvidha Centres and also through Portal/App.
If a woman in the final eligibility list dies, the name of such woman shall be omitted from the list of beneficiaries.
(e) Disbursement of Amount of Benefit:- The amount shall be credited to the Self Aadhar linked and Direct Benefit Transfer enabled Bank Account of each eligible woman by the office of District Women and Child Development Officer.
10. Publicity of the Scheme:- The District Programme Officer, Zilla Parishad/Nodal Officers, as well as District Women and Child Development Officers should undertake publicity of the Scheme in coordination with the concerned District Information Officer. Moreover, this Scheme should be given wide publicity in the Gram Sabha/Women’s Meetings held at the village level.
11. The responsibility of developing a Web Portal and Mobile Application for the Scheme shall rest upon the Commissioner, Women and Child Development, Pune.
For the smooth functioning of the Scheme by registration of beneficiaries of the Scheme on the Portal, operation of Portal, presentation of applications by means of digitization, updating of the Portal, from time to time, a Cell shall be set up at the level of the Commissioner, Women and Child Development, Pune, wherein a manpower of 10 technical personnel shall be appointed in the prescribed manner. Furthermore, for the smooth functioning of the Scheme, a Control Room shall be set up at the level of Government, wherein manpower of 5 technical personnel shall be appointed.
12. For the review and monitoring of this Scheme, a State Level Committee is hereby constituted and the composition of this Committee shall be as hereunder:-

(1) To supervise and monitor the Scheme.
(2) To conduct review of the implementation of the Scheme in the state.
(3) To take stock of the available provision and expenditure of the Scheme and submit demand for the required funds to the Government.
(4) To submit proposal to the Government for effecting any Policy changes in the Scheme.

(2) To conduct regular review of the implementation of the Scheme.
(3) To take stock of the available provision and expenditure of the Scheme and submit its demand for necessary funds to the State Level Committee.
(4) To finalise list of eligible beneficiaries in a time-bound manner and to ensure that no eligible beneficiaries are deprived of the Scheme.
Hon’ble Minister, Women and Child Development shall have the powers to vary the composition of the State Level and District Level Committees and to modify its procedure for the smooth implementation of the Scheme. Furthermore, a review of the Scheme shall be conducted by the Hon’ble Minister for Women and Child Development at the interval of every 3 months.
13. Evaluation of this Scheme shall be conducted through the Mahatma Gandhi Training Scheme, Pune.
14. Time Limit for the Implementation of Scheme:-

After the aforesaid period, necessary instructions shall be issued, from time to time, regarding action to be taken for registration under this Scheme.
2. If need arises for the revision of implementation of the Scheme, new Guidelines shall be issued.
3. For the implementation of this Scheme, cooperation shall be sought from “Chief Minister’s Public Welfare Cell”.
4. Until a separate Account Head becomes available for the Scheme, the expenditure of the Scheme should be met from the financial provision made for “Lek Ladki” Scheme of this Department under the existing Account Head 2235D524.
5. This Government Resolution has been issued in furtherance of the decision taken by the Hon’ble Cabinet in its Meeting Dt. 28.06.2024.

Preface:-
The Hon’ble Cabinet in its Meeting Dt. 28.06.2024 sanctioned the proposal submitted by the Department of Women and Child Development for securing financial independence of women in the State, improving their health and nutrition and strengthening their decisive role in the family by commissioning “Mukhyamantri- Mazi Ladki Bahin” Yojna in the State of Maharashtra. Accordingly, under Government Resolution Dt. 28.06.2024, sanction was accorded for commissioning “Mukhyamatri- Mazi Ladki Bahin” Yojna in the State of Maharashtra. The matter of revising some of the criteria contained in this Government Resolution, as well as revising the composition of the District Level Committee was under consideration. Accordingly, a meeting presided over by the Hon’ble Chief Minister was held on 02.07.2024 to deliberate upon this Scheme. In this Meeting, it was resolved to partially modify the Government Resolution Dt. 28.06.2024 vis-à-vis “Mukhyamantri- Mazi Ladki Bahin” Yojna.
Government Resolution:-
The following modifications are hereby made to the Government Resolution Dt. 28.06.2024 vis-à-vis “Mukhyamantri- Mazi Ladki Bahin” Yojna.
(a) Beneficiaries under the Scheme, Eligibility, Ineligibility and Necessary Documents:-

The District Collector acts as the President of the said District Level Committee. In partial modification of this Committee, a District Level Committee presided over by the Guardian Minister of the concerned district is hereby constituted.

This Committee shall comprise 3 Non-Government Members. Of these, one shall act as the President. The President of the said Committee and other 2 Non-Government Members shall be selected by the Guardian Minister of the concerned district.
A Meeting of the said Committee should be held each month and as per requirement. Operational scope of the said Committee shall be as hereunder:-
(1)To supervise and monitor the scheme.
(2) To conduct regular review of the implementation of the scheme.
(3) To ensure that no eligible beneficiary is deprived of the scheme.
(4) To scrutinize/check the applications received at the rural level and to verify the documents enclosed with such applications.
(d) Time Limit for the Implementation of the Scheme:-
“After the aforesaid period, necessary instructions shall be issued, from time to time, regarding action to be taken vis-à-vis registration under this campaign.” This text is now revised as hereunder:-
“Now beneficiary women can file their applications under the Scheme up to 31st August, 2024. Moreover, the beneficiary women filling their applications up to 31st August, 2024 are to be extended the financial benefit of Rs. 1,500/- per month with effect from 1st July, 2024. Necessary instructions shall be issued, from time to time, regarding action to be taken for the registration under this Campaign.”
(e) Incentive Allowance;-
For uploading online Applications under this Scheme through Mobile App, Anganwadi Sevikas shall be paid an Incentive Allowance of Rs. 50/- per eligible beneficiary upon publication of the final list of beneficiaries out of the total applications of the eligible beneficiaries, so filed.

Preface:-
Under Government Resolution Dt. 28.06.2024, sanction was granted for commissioning “Mukhyamantri- Mazi Ladki Bahin” Yojna in Maharashtra for securing financial independence of women in the State, for improving their health and nutrition and for strengthening their decisive role in the family. Moreover, in the Meeting Dt. 02.07.2024, presided over by the Hon’ble Chief Minister, a consensual decision was taken to partially revise the Government Resolution Dt. 28.06.2024 vis-à-vis “Mukhyamantri- Mazi Ladki Bahin” Yojna. Accordingly, the revised Government Resolution Dt. 03.07.2024 was issued.
On 02.07.2024, a Meeting presided over by the Hon’ble Chief Minister was held in the Committee Room of the Hon’ble Chief Minister at Vidhan Bhawan, Mumbai to deliberate upon the “Mukhyamantri- Mazi Ladki Bahin” Yojna. The Hon’ble Deputy Chief Minister (Finance) in his Budget Speech had announced Schemes for women. In this Meeting, it was decided to set up an “Empowered Committee” at Government Level under the Chairpersonship of Hon’ble Chief Secretary and comprising Secretaries drawn from various Departments for the prompt resolution of administrative and technical difficulties and problems which arise during the course of effective implementation of these Schemes. This inter-alia includes “Mukhyamantri- Mazi Ladki Bahin” Scheme and announcement to provide E-Pink Rickshaws to needy women and other announcements pertaining to this Department.
Pursuant to the decision taken in the Meeting Dt. 02.07.2024, it is necessary to constitute an “Empowered Committee” at the Government Level under the Chairpersonship of the Hon’ble Chief Secretary and comprising Secretaries drawn from various departments for the prompt resolution of administrative and technical difficulties and problems which arise, from time to time, during the course of effective implementation of “Mukhyamantri- Mazi Ladki Bahin” and “Provision of E-Pink Rickshaws to needy Women” Schemes. Accordingly, the matter of constituting an “Empowered Committee” was under consideration.
Government Resolution:-
For prompt resolution of administrative and technical difficulties which arise, from time to time, during the course of effective implementation of “Mukhyamantri- Mazi Ladki Bahin” and “E-Pink Rickshaw” Scheme for the needy women, the following “Empowered Committee” under the Chairpersonship of the Hon’ble Chief Secretary and comprising Secretaries from various departments, is hereby constituted at the Government Level.

Preface:-
“Mukhyamatri- Mazi Ladki Bahin” Scheme has been commissioned in the State of Maharashtra with a view to securing the financial independence of women in the state, improving their health and nutrition, as well as strengthening their decisive role in their family.
For the prompt resolution of administrative and technical difficulties and problems, which arise during the course of effective implementation of the Scheme, from time to time, an Empowered Committee comprising Secretaries of various Departments and presided over by the Hon’ble Chief Secretary was constituted at the level of Government under Government Resolution Dt.08.07.2024. Under Government Resolution at Reference No. 6 above, the scope of the Scheme was extended for facilitating its smooth an effective implementation. In the meeting of the Hon’ble Cabinet Dt. 23.07.2024 vis-à-vis “Mukhyamatri – Mazi Ladki Bahin” Scheme, sanction was granted for the part modification of the Scheme vis-à-vis its implementation. Accordingly, the Government contemplated the matter of modifying the Scheme.
Government Resolution:-
For the effective and smooth implementation of “Mukhyamatri – Mazi Ladki Bahin” Scheme, sanction is hereby granted for the following matters:-
1] Instead of Taluka/Ward Level Committee of Non-Government Members constituted under the Scheme, the District Collector should constitute Legislative Assembly Constituency-wise Committees. The District Collector should appoint Government Members on this Committee, as per requirement. Furthermore, such Committee shall comprise three Non-Government Members of which one Member shall be the President. The selection of President of the Committee and other two Non-Government Members shall be made by the Guardian Minister of the concerned District. The Legislative Assembly Constituency-wise Committee shall have the powers to finalise the list of beneficiaries, from its area.
2] Save and except, the Non-Government Members of the Taluka/Ward Level Committee, remaining Government Members shall be active for administrative work. Furthermore, the District Collector can vary the Government Members of the Committee, as per requirement. This Committee should scrutinize the applications received from the district and submit the lists of probable eligible beneficiary women to the District Collector. The list of woman applicants who were disqualified for non-compliance of the deficiencies should be forwarded to the concerned parties for securing compliance of deficiencies.
3] The District Collectors should classify the eligible lists of beneficiary women received from Taluka/Ward Level in their districts on the basis of Legislative Assembly Constituencies and submit the lists of probable eligible beneficiary women for the final decision and sanction of the Legislative Assembly Constituency Committee.
4] The Legislative Assembly Constituency-wise Committee should finalise the lists of Assembly Constituency-wise probable eligible woman beneficiaries received from the District Collector. Thereafter the finalised list should be handed over to the District Collector. The District Collector should record the names of such finalised eligible woman beneficiaries on the System through his machinery. Thereafter, the list of eligible woman beneficiaries from the district should be submitted to the Commissioner for the Commissionerate of Women and Child Development, Pune.
5] Once the disqualified beneficiaries secure compliance of the deficiencies, the decision regarding their eligibility shall be taken by following the aforesaid procedure.
6] In Paragraph No.6 of the Government Resolution Dt. 12.07.2024 at Reference No.6, instead of Group Organizer (CRP) of NULM”, the text – “Group Organizer – CRP (NULM, MSRLM and MAVIM)” should be read.
7] The word “Final” following “through Village Level Committee” occurring in Paragraph No.9 of the Government Resolution Dt.12.07.2024 at Reference No.6 is hereby omitted.
8] In Paragraph No. 12 of the Government Resolution Dt. 12.07.2024 at Reference No. 6, instead of Group Organizer of (CRP) of NULM”, the text- “Group Organizer- CRP (NULM, MSRLM and MAVIM)” should be read.
9] Sanction is hereby granted to spend up to 1% of the minimum 3% of the total periodic expenditure funds received under the District Annual Plan (General) as per the provisions of Government Resolution at Reference No.1 above, for the “Mukhyamantri- Mazi LadkiBahin” Scheme in the concerned district through the District Collector, for defraying expenditure for facilitating comprehensive propagation and publicity of “Mukhyamatri- Mazi Ladki Bahin” Scheme, scrutiny and verification of the received applications, resolution of technical difficulties etc. Such sanction shall be confined only to the financial year 2024-2025.
2. This Government Resolution has been issued pursuant to the decision taken by the Hon’ble Cabinet in its Meeting Dt. 23.07.2024.
