Preface:-
The Pradhan Mantri Awas Yojna (Urban), based on the theme of “Housing for All” is being implemented in the state since December, 2015. The number of sanctioned housing units eligible for subsidy for the Economically Weaker Section under the Scheme, presently stands at 6,35,041. This Scheme is being implemented in the state by the department under 3 components viz. – AHP/BLC/ISSR. However, the progress of the scheme under all three components is below expectation and as such it leads to delay in the delivery of houses to persons from Economically Weaker Section in the state. In the matter of progress of this scheme, meetings have been held from time to time, at the level of the Hon’ble Chief Minister, Chief Secretary, as well as Additional Chief Secretary, Housing. However, it is so noticed by the Government that the directions given in these meetings are not being effectively and properly implemented by the Nodal Agencies, as well as the Implementing Agencies. Furthermore, it is also noticed by the Government that the Nodal Agencies cannot devote sufficient time off their regular work for the implementation of this scheme. Hence, the Government is of the opinion that it is necessary to improve implementation of this Scheme. It is noticed that the Pradhan Mantri Awas Yojna (Rural) is effectively implemented in the state. A study of implementation of this scheme has revealed that a State Level Project Management Unit has been commissioned to cater to such issues as day-to-day management of the scheme, resolution of difficulties arising out from the scheme, distribution of funds, updation of Management Information Scheme (MIS) etc. In view of all these matters, it was resolved under Government Resolution at Reference No.2, dated 17th July, 2023 to set up a State Level Project Management Unit (PMU) to take up necessary remedial measures to achieve effective implementation of the Pradhan Mantri Awas Yojna (Urban) in the state, to provide houses to the beneficiaries within the prescribed time limit by speeding up progress of the scheme. Thus, in part supersession of both the aforesaid Government Resolutions, the Government contemplated the matter of fixing operational scope of the State Level Project Management Unit (PMU), until validity of the Pradhan Mantri Awas Yojna (December, 2024), as directed in this Government Resolution.
GOVERNMENT RESOLUTION:-
I. A State Level Project Management Unit (PMU) is hereby established under this Government Resolution for the effective implementation of the Projects under the Pradhan Mantri Awas Yojna (Urban) and to speed up this scheme. This State level Project Management Unit (PMU) shall function under direct control of the Additional Chief Secretary/Principal Secretary/Secretary, Department of Housing.
II. The State Level Project Management Unit (PMU) shall function from its address at MahaHousing, 3rd Floor, Sakhar Bhawan, Nariman Point, Mumbai.
III. The control of all Projects implemented by the Implementing Agencies under AHP/BLC/ISSR components of the Pradhan Mantri Awas Yojna (Urban) in the state shall vest in the State Level Project Management Unit (PMU).
IV. Henceforth, meetings of the State Level Assessment Committee (SLAC) and State Level Sanctioning and Monitoring Committee (SLSMC) shall be arranged by the State Level Project Management Unit (PMU). For this, necessary action shall be initiated by the State level Project Management Unit (PMU).
V. In furtherance of the above, all matters such as preparation of proposals submitted for the sanction of State Level Assessment Committee (SLAC) and the State Level Sanctioning and Monitoring Committee (SLSMC), preparation of their minutes of meetings shall be handled by the State Level Project Management Unit (PMU).
VI. The Mission Director, with the approval of the Additional Chief Secretary, Department of Housing and Chief Secretary, shall forward to the Central Sanctioning and Monitoring Committee (CSMC), the proposals sanctioned by the State Level Assessment Committee (SLAC) and State Level Sanctioning and Monitoring Committee (SLSMC), through the State Level Project Management Unit (PMU).
VII. For the work of State Level Assessment Committee (SLAC) and State Level Sanctioning and Monitoring Committee (SLSMC), the services of 2 Project Management Consultants appointed by the Housing Department through a neutral agency have been made available to the MHADA Authority for the implementation of the PMAY (U). The services of both these Project Management Consultants are forthwith transferred to the State Level Project Management Unit (PMU). The aforestated 2 Project management Consultants should forthwith report to the Chief Officer of the State Level Project Management Unit (PMU) from the date of this Resolution.
VIII. Since entire monitoring work under the Pradhan Mantri Awas Yojna (Urban) is to be handled by the PMU, the information such as the names, designation, operational area, etc. pertaining to all State Level Technical Consultants (SLTCs) and City Level Technical Consultants (CLTCs), presently functioning in all Implementing Agencies should be forthwith forwarded by the MHADA Authority to the State Level Project Management Unit (PMU).
IX. To achieve the expected goal of the scheme and to speed it up, the State Level Project Management Unit (PMU) would be required to conduct regular review of all implementing agencies and to visit project sites.
X. All Implementing Agencies would be obliged to implement the directions given by the State Level Project Management Unit (PMU), with a view to achieving effective and speedy implementation of the projects implemented under the Pradhan Mantri Awas Yojna (Urban), to speed up the Pradhan Mantri Awas Yojna (Urban) and deliver benefits of the scheme to the last section of the society.
XI. Instead of forwarding Third Party Quality Monitoring Agency (TPQMA) Report and Social Audit Report straight for the signature of the Additional Chief Secretary, Department of Housing, through the Nodal Agency, the Implementing Agencies should submit such Reports to the State Level Project Management Unit (PMU).
The State Level Project Management Unit (PMU) should certify such Reports and after obtaining signature thereon of the Additional Chief Secretary, Department of Housing, forward them for further action to the Nodal Agency. Only thereafter, the Nodal Agency should pay the bills for Third Party Quality Monitoring Agency (TPQMA) and Social Audit.
XII. In order to curtail the expenditure incurred on the establishment of the State Level Project Management Unit (PMU), the surplus services of the officers functioning in the Department of Housing, the Project Management Consultants functioning in the Department of Housing through Third Party Institute, as well as the State Level Technical Consultants appointed under the Pradhan Mantri Awas Yojna (Urban), are hereby transferred to the said State Level Project Management Unit (PMU).
Moreover, as most of the MHADA Boards, as well as Implementing Agencies have not engaged the services of 4 City Level Technical Consultants (CLTC), the services of in all 8 City Level Technical Consultants (CLTCs) on their roll, shall be engaged for the State Level Project Management Unit (PMU).
Such City Level Technical Consultants (CLTCs) shall be appointed either by the State level Project Management Unit (PMU) or by such Implementing Agencies, as the State Level Project Management Unit (PMU) may direct in this behalf, in conformity with the Guidelines of the Pradhan Mantri Awas Yojna (Urban).
2. The Composition of the said State Level Project Management Unit (PMU) shall be as hereunder:-
* The regular charge of the office of the Chief Officer of the State Level Project Management Unit (PMU) shall vest in the Managing Director-cum-Chief Executive Officer of the MahaHousing. Such State Level Project Management Unit (PMU) shall function under the control of the Deputy Secretary (GruNiDho-2), Department of Housing.
* The PMU should forthwith issue orders directing that charge of the office of the Project Management Controller be handed over in favour of the State Level Project Management Unit (PMU).
* The charge of the office of the Head of Funds/MIS/Technical/Marketing Cells shall vest in the State Level Technical Consultants (SLTC) appointed under PMAY (U) at the level of Mantralaya and 2 City Level Technical Consultants shall assist them.
* The Chief Officer of the State level project Management Unit (PMU) should issue orders for other appointments at the level of PMC.

4. The Duties and Responsibilities of the officers/staff of the State Level Project Management Unit (PMU) shall be as hereunder:-
I. Chief Officer, State Level Project Management Unit (PMU):-
* The Chief Officer shall be the Head of the State Level Project Management Unit (PMU).
* The Chief Officer shall look after day-to-day and other prescribed work of the State Level Project Management Unit (PMU).
* To adopt necessary policies for the effective implementation of the Projects under PMAY (U), to fix goals for the expected progress and to drive the State Level Project Management Unit (PMU) to achieve them by taking necessary action.
* To conduct regular review of all Implementing Agencies vis-à-vis achievement of the expected goals and if required, visit project sites.
* To arrange to have the proposals prepared which would be submitted for the sanction of the State Level Assessment Committee (SLAC) and State Level Sanctioning Monitoring Committee (SLSMC).
* To forward to the Central Sanctioning and Monitoring Committee (CSMC), the proposals sanctioned by the SLAC and SLSMC.
* To view the difficulties which arise during the course of implementation of projects and to initiate action for the resolution of such difficulties in minimum possible period, in coordination with the concerned departments.
* To submit to the Additional Chief Secretary, Department of Housing, Reports setting out the progress in the status of Projects achieved as a result of the measures taken for the effective implementation of the projects under the said scheme.
* If necessary, to secure co-ordination with the MHADA Authority, the Directorate of Municipal Administration, all Implementing Agencies and Developers, vis-à-vis effective implementation of the scheme.
* To arrange regular review meetings in all cells of the State Level Project Management Unit (PMU), vis-à-vis achievement of the expected targets.
II Controller, State Level Project Management Unit (PMU), Project Management Unit:-
* The control of Funds Cell, MIS Cell, Technical Cell and Marketing Cell shall vest in the Project Management Controller.
* To prepare a Master Database of the data collected from all branches.
* To view various Reports received from all the aforesaid branches and to forward them to the Chief Officer for further sanction.
* To provide necessary co-operation to the State Level Project Management Unit for the effective implementation of the Projects under the Pradhan Mantri Awas Yojna (Urban).
* If required, to provide necessary updated data to the concerned officers for the review meetings under Pradhan Mantri Awas Yojna.
To prepare a Power-Point Presentation on the basis of updated data concerning the projects.
III. Funds Cell:-
* To compile all available data regarding latest disbursement of funds by the Nodal Agencies under the Pradhan Mantri Awas Yojna.
* To compile latest data regarding day-to-day disbursement of funds by the Nodal Agency i.e. MHADA Authority.
* To obtain Reports from the online Portal of Bank of Maharashtra, which is declared as the Lead Bank under the Pradhan Mantri Awas Yojna (Urban) regarding day-to-day transactions pertaining to disbursement of Funds and to prepare a database thereof.
* To obtain database Reports from the PMFS System regarding day-to-day disbursement and spending of funds entered on the PMFS System under this Scheme and to prepare an up-to-date Master database thereof.
* On the basis of day-to-day data received from the MHADA Authority, to liase and convey information to the concerned Local Self-Government Bodies regarding disbursement of funds to such Local Self-Government Bodies.
* To contract/correspond with the Implementing Agencies where funds are not spent, despite disbursement thereof.
* To take steps for obtaining Utilisation Certificate from the Implementing Agencies.
* To assist Implementing Agencies in the resolution of difficulties faced by the concerned Implementing Agencies in the matter of disbursement of funds.
* To take steps for correspondence with the Central Ministry of Housing and Urban Affairs (MoHUA), Maharashtra Housing and Area Development Authority (MHADA), the Directorate of Municipal Administration (DMA) and other Implementing Agencies vis-à-vis fund related matter.
* To prepare Daily Reports regarding funds, as well as to prepare a Dashboard containing data regarding disbursement and spending of funds.
* To liase with various Housing Financial Institutes and banks with a view to assisting beneficiaries from the Economically Weaker Sector under the Pradhan Mantri Awas Yojna to avail a housing loan.
* The Finance Branch would be required to submit regular up-to-date Reports regarding funds to the Chief Officer of the State Level Project Management Unit.
* It would be incumbent upon the Implementing Agencies, to provide all necessary information requisitioned from time to time, to the Funds Cell within a prescribed period, as well as to offer such other assistance, as may be necessary.
IV. Management Information System (MIS) Cell:-
* To prepare an Inventory of the Projects under the Pradhan Mantri Awas Yojna (Urban) and to prepare a Detailed Status Reports regarding Projects by liasing with the concerned Implementing Agencies and also to prepare a detailed database of the information so received.
* To take regular stock of the progress of project work.
* To receive updated attested reports from the Implementing Agencies regarding progress of projects.
* To view the information received from the Implementing Agencies and the Online Management Information System (MIS) and to search for any anomalies in such data.
* If reports from the Implementing Agencies and the data included in the Online Management Information System (MIS) reveal any inconsistencies, to take a follow-up action with the Implementing Agencies for including updated status of the project in the Online Management Information System (MIS).
* To receive up-to-date Geo-Tagging Reports from the Implementing Agencies. To view received reports and the data provided in the Management Information System (MIS) regarding Geo-Tagging and if any inconsistencies are found, to apprise the Implementing Agencies in that regard.
* If City Level Technical Consultants (CLTC) in the Implementing Agencies encounter any difficulty in updating Management Information System (MIS), to provide them necessary assistance in that regard.
* To provide detailed reports regarding present status of the projects to the technical branches, as and when required.
* To present Detailed Reports at the interval of every 8 days to the Chief Officer of the State Level Project Management Unit (PMU), on the basis of information received from the Implementing Agencies regarding present status of the projects, as well as, the data included in the Online Management Information System (MIS).
* To provide all necessary information requisitioned, from time to time, from the Implementing Agencies, to the Management Information System Cell (MIS) within a prescribed period and offering all such necessary assistance would be mandatory.
V. Technical Cell:-
* To visit project sites on the basis of information provided by the Management Information System (MIS) and to prepare a Detailed Report, along with photographs on the basis of information provided by the Implementing Agencies and the actual project progress status.
* To view difficulties encountered during project site visit and to apprise the Chief Officer of the State Level Project Management Unit (PMU) regarding such difficulties.
* If available information and actual project status reveal any inconsistencies, to apprise the Chief Officer of the State Level Project Management Unit (PMU) in that regard.
* To adopt Tender Process for fixing minimum 3 Third Party Quality Monitoring Agencies (TPQMA) and 3 Social Audit Agencies in each Revenue Division.
* Upon implementation of Tender Process as described above, to appoint minimum 3 Third Party Quality Monitoring Agencies (TPQMA) and 3 Social Audit Agencies in each Revenue Division.
* To view Reports of Third Party Quality Monitoring Agencies (TPQMA) and Social Audit Agencies submitted through Implementing Agencies and if any anomalies are noticed, to submit Detailed Project Reports in that regard to the Project Management System.
* To pay actual visit to the Project Sites and assess as to whether there has been physical progress work commensurate with the disbursement of funds (present status of construction, geo-tagging etc.) and to submit Reports thereof.
* During such visits, the concerned Project Engineers/ Site Engineers of the Implementing Agencies would be obliged to offer necessary assistance.
VI. Marketing Cell:-
* To receive detailed information of the Projects implemented under the Pradhan Mantri Awas Yojna from the MIS Branch, as well as Technical Branch.
* If required, to contact Implementing Agencies and to obtain information from them regarding measures taken by them for the sale of flats in the Projects implemented by them.
* To prepare a Policy on the basis of information received, vis-à-vis propagation and dissemination of information to the general public regarding flats generated/to be generated under the Pradhan Mantri Awas Yojna (Urban).
* To search the state-of-the art technology presently available in the field of advertising vis-à-vis Market Trends and Market Tools.
* To draw up an Advertising Policy on the basis of eligibility of the target clients and availability in other housing projects under implementation.
* To offer expected assistance to the Implementing Agencies to enable them to draw up an Advertising Policy for their projects.
* To search social media pages and other Advertising Media and to draw up a Policy for the optimum use thereof.
* To offer necessary assistance to the Implementing Agencies for the sale of project flats by lottery system.
* To apprise, from time to time, the Chief Officer of the State Level Project Management Unit of the difficulties which arise in the sale of project flats.
* To prepare a detailed database containing information regarding measures taken for the advertising of projects, lottery system, eligibility of beneficiaries etc.
* To submit to the Chief Officer of the State Level Project Management Unit, weekly Reports regarding work done by the Marketing Branch and to arrange weekly meetings.
* To provide the Marketing Cell all such information as may be requisitioned from the Agencies, from time to time, within the prescribed time limit. Furthermore, it would be incumbent to offer all such necessary assistance.
5. Provision of Funds for the Establishment of State Level Project Management Unit:-
* As stated in Section 10 of the Guidelines issued by the Ministry of Housing and Urban Affairs viz. “Capacity Building Activity” for the financial matters of the Pradhan Mantri Awas Yojna (Urban)- Total Expenditure for the A&OE and geo-tagging in a financial year should not exceed above 1% of the ACA (Additional Central Assistance) released to that state in the corresponding year.
Since, upon establishment of the State Level Project Management Unit, all administrative matters, henceforth, are to be handled by the State Level PMU, the MHADA should transfer all unspent funds released by the Central Government for this purpose, so far, under the component of administrative expenditure, to the Project Management Unit (PMU).
If such funds are not received from the Central Government or the funds received are not sufficient, the Project Management Unit (PMU) should be provided such funds from the Maharashtra Shelter Fund. At the outset, funds to the extent of Rupees 10 Crore should be credited to the bank account of PMU.
The control of such funds shall be exercised by the Department of Housing and in order to curtail administrative expenditure of the Project Management Unit (PMU), all accounts related matters pertaining to such funds should be handled by the officers/staff of MahaHousing in the Accounts Department. For this purpose, their surplus services (after looking after business of MahaHousing) should be borrowed for the Project Management Unit (PMU) on loan basis. Furthermore, the Project Management Unit shall carry out monthly reconciliation of such accounts and submit them to the Government, as well as the Nodal Agency.
The responsibility of reimbursing the funds spent for administrative reasons out of the Maharashtra Shelter Fund, from the funds received from the Central Government, shall rest upon the Nodal Agency.
The control of such funds shall be exercised by the Department of Housing and the accounts pertaining to such funds should be maintained at the level of MahaHousing. Furthermore, a monthly reconciliation of such accounts shall be carried out by the PMU and the same shall be submitted to the Government, as well as Nodal Agency.
* The responsibility of reimbursing the funds spent for administrative reasons, out of the Maharashtra Shelter Fund, from the funds received from the Central Government, shall rest upon the Nodal Agency.
* For the financial transactions of the State Level Project Management Unit, a new Bank Account should be opened.
6. Appointment of Third Party Quality Monitoring Agency (TPQMA) and Social Audit Agencies:-
* Presently, only one Third Party Quality Monitoring Agency (TPQMA) and one Social Audit Agency is working for the whole of state. Before releasing second installment of the funds from the Central share, Third Party Quality Monitoring of the concerned project would be necessary. Moreover, for the third and final installment of the Central share, Third Party Quality Monitoring and Social Audit of the said Project would be essential. However, if only one Third Party Quality Monitoring Agency (TPQMA) and one Social Audit Agency looks after the work for the entire state, it would not be possible to maintain the pace of progress of the implementation of projects under PMAY (U).
* In furtherance of the above, Tender Process should be implemented by the State Level Project Management Unit for the fixation of minimum 3 Third Party Quality Monitoring Agencies (TPQMA) and 3 Social Audit Agencies in each Revenue Division.
* Upon implementation of Tender Process, as described above, minimum 3 Third Party Quality Monitoring Agencies (TPQMA) and 3 Social Audit Agencies should be appointed in each Revenue Division, as per Rules.
7. The powers of releasing funds in conformity with Government Resolutions/Orders issued by the Government, from time to time, under the Pradhan Mantri Awas Yojna (Urban), shall vest at the level of MHADA.
8. Any other orders, if required, vis-à-vis establishment of the PMU, shall be issued with the approval of the Additional Chief Secretary, Department of Housing, as per the proposals mooted by the Chief Officer of the PMU.
