Preface:-

            In view of the comprehensive contributions made by Hinduhriday Samrat Balasaheb Thackeray in social, cultural and public welfare fields and to mark his birth centenary year, the Government intends to implement a Public Welfare Mission in the Urban Local Bodies in the State for achieving an all encompassing urban development. Making utmost efforts to make Mumbai City slum-free during the Maha Mission period, would be a befitting tribute to the memory of Hinduhriday Samrat Balasaheb Thackeray.

            In order to give a momentum to the process of slum redevelopment for making Mumbai City slum-free, the Government contemplated the matter of implementing Hinduhriday Samrat Balasaheb Thackeray Urban Public Welfare Mission and undertaking various programmes/schemes in Greater Mumbai areas under the said Mission, as set out herein below:-

Government Resolution:-

            1. Implementation of Slum Cluster Redevelopment Schemes under the auspices of the Slum Rehabilitation Authority:-

            Under Government Resolution Dt. 13th November, 2025, sanction has been granted for the implementation of Slum Cluster Redevelopment Schemes on large sized private/government/semi-government plots of land for the effective implementation of Slum Redevelopment Projects under the auspices of the Slum Rehabilitation Authority, Greater Mumbai. In furtherance thereof, clusters comprising minimum 50 Acres area and including more than 51% of slum areas are to be inducted. In order to make Mumbai City slum-free as per the vision of the Hon’ble Hinduhriday Samrat Balasaheb Thackeray, the Slum Rehabilitation Authority should complete the following steps on priority basis under this Maha Mission by giving momentum to the said Cluster Redevelopment Schemes in the matter of proposed cluster redevelopment. 

                 I. Slum Cluster Areas should be demarcated and such area should be surveyed.

                 II. Upon fixation of boundaries, a Bio-Metric Survey should be conducted in the Cluster Areas and Annexure-2 should be issued, in toto.

                 III. In case of Government/Semi-Government owned lands steps should be taken for procuring No-Objection Certificates from the respective Government/Semi-Government Department.

                 IV. Upon compliance of the aforesaid matters, a Detailed Project Report for the Redevelopment of Slum Cluster Areas should be submitted for the sanction of the High Level Committee.

                 V. If necessary, some Authority/Government Body, such as the Municipal Corporation for Greater Mumbai/Mumbai Metropolitan Region Development Authority/MahaPrit etc. should be selected with the Government approval and an MOU should be executed with such Agency vis-à-vis various cluster areas.

            2. Enhancement of Maintenance Charges in Slum Rehabilitation projects:-

            Presently, a Slum Rehabilitation Project provides for obtaining a Deposit of Rs. 40,000/- per flat holder from the Developer towards Maintenance Charges. However, now-a-days, in Slum Rehabilitation projects high-rise buildings are being constructed and for them the aforesaid Maintenance Charges are proving to be too meager. Hence, it has been proposed to revise the Maintenance Charges depending on the height of these buildings. Accordingly, a Draft Notification has been published by the Department of Urban Development inviting objections and suggestions for carrying out the following revision to the Development Control and Promotion Regulations, 2034. In furtherance of the objections and suggestions to be received, the procedure for finalising the Notification for carrying out such revisions should be completed within this Maha Mission Period.

            3. Regarding Allotment of 300 Sq. Feet Flats to the Flat Holders who have already been rehabilitated under the Slum Rehabilitation Schemes with lesser Area, upon completion of Redevelopment in conformity with the prevailing Rules:-

            Earlier, flats admeasuring 180 Sq. feet, 225 Sq. feet and 269 Sq. feet were allotted to the hut holders in Slum Rehabilitation Projects. However, under the revised provisions of the Development Control and Promotion Regulations, 2034, hut holders are now allotted flats admeasuring 300 Sq. feet. Moreover, under other Schemes of the Government/Pradhan Mantri Awas Yojna, too, there exists a Policy to allot minimum 300 Sq. feet flats to the beneficiaries. In view of this fact, the Development Control and Promotion Regulations, 2034 should be revised during the Maha Mission period and with the concurrence of the persons who are residing in the Rehabilitation buildings which were constructed under the Projects implemented under the Slum Rehabilitation Schemes, such Projects should be upgraded, so as to provide 300 Sq. feet flats to the flat holders, in conformity with the prevailing Policy, upon completion of Redevelopment Schemes.

            4. Effective Use of Technology by the means of NETRAM System (Network for Encroachment Tracking and Reporting for Mumbai):-

                 I. In order that new slums are not developed in the Mumbai Metropolitan Region Areas, it is imperative to develop an active GIS based active Slum Tracking System by making use of satellite data and digital technology.

                 II. The Slum Rehabilitation Authority, Greater Mumbai has developed a GIS based active Slum Tracking System for the observation of newly built huts within the areas of Greater Mumbai and it envisages observation of the huts by resorting to change Detection Methodology by use of High Rise Satellite Imagery. For this purpose, the Slum Rehabilitation Authority, Greater Mumbai has obtained High Resolution Satellite Imagery. The Bhaskaracharya National Institute for Space Application and Geo-Informatics (BISAG-N) has developed a Web-Portal and this Web-Portal will track the location of newly built huts within the Greater Mumbai Areas by making use of Change Detection Methodology. For this purpose, the Slum Rehabilitation Authority, Greater Mumbai has set up a separate Enforcement Cell under its control.

                 III. In order that new slums are not developed within the areas of Greater Mumbai, the Municipal Corporation for Greater Mumbai, the Maharashtra Housing and Area Development Authority, the office of District Collector, Mumbai City and the office of District Collector, Mumbai Suburbs should set up separate Enforcement Cells under their control.

                 IV. The Slum Rehabilitation Authority, Greater Mumbai, at the interval of 4 months (3 times a year) should obtain High Resolution Satellite Imagery and furnish it to the Institute, BISAG-N. The BISAG-N, on its part, should complete the procedure for the development of a machinery in the form of a Web Portal and its SOP during the Maha Mission period, which would facilitate transmission of its feedback to the land owing Authorities within the areas of Greater Mumbai, such as the Municipal Corporation for Greater Mumbai, the Maharashtra Housing and Area Development Authority, the office of District Collector, Mumbai City and the office of District Collector, Mumbai Suburbs in the wake of analysis of such imagery and start its effective implementation.

                 V. The Slum Rehabilitation Authority, Greater Mumbai should keep a watch on the huts within the areas where Slum Rehabilitation Schemes are commissioned. On the other hand, the Municipal Corporation for Greater Mumbai, in respect of its self-owned lands and privately owned lands, the Maharashtra Housing and Area Development Authority on its self-owned lands and the office of the District Collector, Mumbai City and the office of District Collector, Mumbai Suburbs on the State Government owned lands (not being the areas, where Slum Rehabilitation Schemes are commissioned) should keep watch on the sites of newly developed huts and take steps for their clearance in conformity with the Rules.
