Preface:-
The Government, vide its above referred Government Resolution Dated 22/02/2013 has declared Maharashtra Industrial Policy-2013. As per Paragraph No.7 of this Government Resolution, sanction has been granted for setting up a separate Integrated Facilitation Centre at State Level to provide information regarding incentives and concessions provided by the Government, as well as the licenses and sanctions generally required for setting up industry to the investors who are willing to invest in the State, and to make the procedure regulating grant of sanctions/licenses/approvals by the Competent Authorities, accessible and convenient. Accordingly, the Government has taken following decision which would guide the constitution of this Cell, its composition and daily working, the facilities provided by the Cell, etc.
Government Resolution:-
Government sanction is hereby granted to set up a separate “Integrated Facilitation Centre” at the state level to provide information regarding incentives and concessions provided by the Government, as well as the licenses and sanctions generally required for setting up an industry to the investors who are willing to invest in the State and to make the procedure regulating grant of sanctions/licenses/approvals by the Competent Authorities, accessible and convenient, as well as fixing the matters pertaining to the constitution of the Cell, its composition and daily working, the facilities and services provided by the Cell etc.
(a) Establishment of Integrated Facilitation Centre:-
It has been decided to establish an “Integrated Facilitation Cell” for the investors willing to invest in the State, at Maharashtra State Small Scale Industries Development Corporation (MSSIDC), Krupa Nidhi, 9 Walchand Hirachand Marg, Ballard Estate, Mumbai-400 001. This Cell shall start functioning from 01/03/2014. The Integrated Facilitation Cell shall have its daily working hours between 10.00 A.M and 5.00 P.M (excluding public holidays).
(b) The Services provided by the Integrated Facilitation Cell and its operational Scope:-
The Manufacturing Units bringing in an investment of more than Rs. 10 Crore in the State, shall be provided by this Cell information and guidance pertaining to the concessions and incentives provided by the Government for setting up an industry, the licenses and sanctions generally required for setting up an industry, consultative services and other services required for resolving difficulties of the entrepreneur. Moreover, the investors shall be offered assistance in the matter pertaining to the following departments vis-à-vis necessary licenses/sanctions and approvals of Competent Authorities generally required for setting up an industry.
(1) Revenue and Forest Department
(2) Urban Development Department
(3) Water Resources Department
(4) Industry, Energy and Labour Department (Energy Department)
(5) Industry, Energy and Labour Department (Labour Department)
(6) Environment Department
(7) Maharashtra Pollution Control Board, Mumbai,
(8) Maharashtra Industrial Development Corporation, Mumbai,
(9) Sales Tax Commissioner, Sales Tax Department, Mazgao, Mumbai,
(10) Development Commissioner (Industries), Directorate of Industries, Mumbai,
(11) Services of other Departments, as per requirement. The list of services to be provided by the Integrated Facilitation Cell is set out in Annexure- 1, enclosed herewith.
(c) Day-to-day Working of the Integrated Facilitation Cell:-
(1) The Integrated Facilitation Cell, in its day-to-day working shall be subordinate to the Maharashtra Industrial Development Corporation. The Joint Chief Executive Officer of the Maharashtra Industrial Development Corporation shall act as the Head of the Integrated Facilitation Cell.
(2) The officers/staff required for the Integrated Facilitation Cell shall be appointed by the Maharashtra Industrial Development Corporation and its concerned consultants.
(3) The Maharashtra Industrial Development Corporation and its Consulting Agencies should take into consideration the matters set out in Paragraph 7 of the Government Resolution Dated 22/02/2013.
(4) The large scale and giant entrepreneurs would be required to apply to the Integrated Facilitation Cell by E-Mail, for the licenses/No-Objection Certificates etc. required for the project of their industrial unit.
(5) The applications received by the Integrated Facilitation Cell shall be transferred to the Liaison Officer of the concerned department and a copy thereof, shall be forwarded to the Joint Chief Executive Officer of the Maharashtra Industrial Development Corporation.
(d) The Divisional Committee presided over by the Principal Secretary (Industries):-
Government sanction is hereby accorded for setting up the Divisional Committee presided over by the Principal Secretary (Industries) for taking stock of the day-to-day working of the Integrated Facilitation Cell, as set out hereunder:-

The Said Committee presided over by the Principal Secretary (Industries) shall conduct review of the cases received by the Integrated Facilitation Cell on the second and fourth Friday of every month. Nodal Officers of all departments appointed for the Integrated Facilitation Cell shall attend committee Meetings. The list of Nodal Officers is set out in Annexure-2, enclosed herewith. The Principal Secretary (Industries) shall contact Field Officers through Video Conferencing. At such time, the Divisional Officers of the Maharashtra Industrial Development Corporation and the Divisional Joint Director of the Industries, as well as the Nodal Officers of the concerned departments, if necessary, shall remain present in the concerned Divisional Office of the Maharashtra Industrial Development Corporation.
(e) The State Level Committee presided over by the Chief Secretary:-
Government sanction is hereby accorded for setting up the following State Level Committee presided over by the Chief Secretary to deliberate upon and take decisions in the cases pending with the Integrated Facilitation Centre.

This Committee shall review the pending cases of the Integrated Facilitation Cell, once in 3 months and take appropriate decision. The decision of the said Committee shall be binding on all the concerned departments.

The following Committee presided over by the Hon’ble Chief Minister is hereby constituted to take a Policy decision vis-à-vis difficulties faced by the investors who are willing to invest in the State, the work done by the Facilitation Cell in that regard, the difficulties of industries and the remedies in that regard.
