Preface:-
Since beginning, the tourists have been attracted towards forests, especially the National Parks, Sanctuaries and Tiger Projects. However, organised and systematic endeavors for the development of Eco-Tourism have not been made in sufficient measure. In this sector, demand has been raised at all levels for the augmentation of amenities and facilities for the purpose of tourism. However, Eco-Tourism does not mean only augmentation of the amenities for the tourists; rather it calls for conservation and nourishment of these areas in their present state since they are habitats for bio-diversity. Moreover, the people whose livelihood is dependent upon these areas, too, should feel the need for the conservation and nourishment of such areas and as such making improvement in their financial conditions is also equally important. Such people can derive financial benefits by providing the day-to-day amenities required by the tourists. Hence, in view of the such matters, the Eco-Tourism Development Policy of the State has been declared, vide the Government Resolution in the Department of Revenue and Forest, bearing No:- WLP-1002/Pra.Kra.53/F-1, Dated 20.02.2008, with a view to giving an impetus to the development of Eco-Tourism, preserving the culture of local people, without causing deterioration of the environment and at the same time ensuring that the benefits, thereof, accrue to the tourists, as well as the local people.
In the State of Maharashtra, there are a total of 58 Wildlife Protected Zones, comprising 48 Sanctuaries, 6 National Parks and 4 Conservation Reserved Zones. Presently, places such as Tadoba-Andhari Tiger Project, Pench Tiger Project, Navegao-Nagzira Tiger Project, Melghat Tiger Project, Sahyadri Tiger Project, Bor Tiger Project, Umred-Karhandla Sanctuary, Sanjay Gandhi National Park, Karnala Sanctuary, Fansad Sanctuary, Radha Nagari Sanctuary and Tipeshwar Sanctuary, renowned for their Eco-Tourism, have been attracting domestic and international tourists. At present, about 8-10 Lakh tourists visit Sanjay Gandhi National Park, each year. Eco-Tourism has a capacity to generate local employment without disturbing the forests in forest zones. If tourists spots are developed and utilised in an appropriate manner, then alone, it would be possible to give a fillip to the Eco-Tourism, along with sustained conservation of forests.
In view of the financial opportunities and employment generation capacity available in the Tourism sector, the Government contemplated the matter of setting up a separate Agency for the balanced and coordinated implementation of works, such as, development of Eco-Tourism Development, augmentation of opportunities of livelihood for the local people who are dependent upon the forests and propagation of Nature education etc. and accordingly, the Government has resolved as hereunder:-
