Preface:-

            The Hon’ble Deputy Chief Minister (Finance), Maharashtra State, during the course of Budgetary Speech for the Year 2024-25 made an announcement regarding provision of financial assistance to ten thousand women in 17 cities for the purchase of “Pink E-Rickshaws”. In furtherance  thereof, the Government contemplated the matter of providing financial assistance for the purchase of Pink Rickshaws and other amenities and facilities for the purpose of plying them to the interested  women in the cities where greater opportunities of jobs and employment are available, with a view to boosting generation of employment for women and girls in the state, carrying out their financial and social rehabilitation, making them self-reliant  and self-dependent, accelerating their  empowerment, as well as enabling women  and girls to undertake safe travel.

Government Resolution:-

            Government sanction is hereby granted for commissioning “Pink E-Rickshaw” Scheme in the State for providing employment to the needy women in the State by providing financial assistance for the purchase of Rickshaws and other amenities and facilities for the purpose of plying them to the interested women in the cities of Mumbai Suburban, Thane, Pune, Nashik, Nagpur, Kalyan, Ahmed Nagar, New Mumbai, Pimpari, Amravati, Chinchwad, Panvel, Chhatrapati Sambhaji  Nagar, Dombivali, Vasai-Virar, Kolhapur and Solapur where greater opportunities of jobs and employment are available, with a view to boosting generation of employment  for the women and girls in the State, carrying out their financial and social  rehabilitation, making  them self-dependent and self-reliant, accelerating their empowerment, as well as enabling women and girls to undertake safe travel.

            2. For the provision of “Pink E-Rickshaw” for the employment of needy women in the leading cities of the State, the number of beneficiaries under the Scheme is fixed at 10,000 as set out hereunder:-

            3. Objects of the Scheme:-

                1) To provide adequate amenities and facilities to the women and girls in the State and thereby accelerate generation of employment.

                2) To carry out their financial and social rehabilitation.         

                3) To make promising girls and women in the State self-dependent and self-reliant. 

                4) To enable women and girls in the State to travel safe.

                5) To accelerate empowerment of women and girls in the State.

            4. Nature of Scheme:-

                Under this Scheme, financial assistance for the purchase of Rickshaws and other amenities and facilities for plying them are provided to the needy women as set out hereunder:-

                1) The price of E-Rickshaw shall be inclusive of all Taxes (GST, Registration, Road Tax etc.).

                2) Loan to the extent of 70% of the price of E-Rickshaw shall be provided by Urban Co-operative Banks/District Central Co-operative Banks/Nationalised Banks/Permitted Private Banks.

                3) The State Government shall bear 20% financial burden.

                4) 10% financial burden shall be passed on to the beneficiary women/girls under the Scheme.

                5) Repayment of loan- 5 Years (60 Months).

            5. Beneficiaries of the Scheme:- Needy girls and women in the State.

            6. Eligibility of Beneficiaries under the Scheme:-

                1) The beneficiary family would be required to be the residents of Maharashtra State.

                2) It is mandatory that the age of applicant be between 18 and 35 years.

                3) For availing of benefits under the Scheme, the applying beneficiary would be required to have a bank account.

                4) The annual income of beneficiary family should not exceed Rs. 3.00 Lakh.

                5) The beneficiary would be required to have a Motor Driving License.

                6) Widows, legally divorced women seeking admission to State Home, young women holding orphan certificates, former/current admittees to the Orphanage Homes/Children’s Homes shall be given preference.

                7) Women Below Poverty Line too, shall be given a priority.

            7. Following Documents are required to be submitted for availing of Benefits under the Scheme:-

                1) Online Application for availing of benefits under the Scheme.

                2) Aadhar Card and PAN Card of the beneficiary.

                3) Domicile Certificate of the Maharashtra State.

                4) Income Certificate of the Head of Family (Annual Income less than Rs. 3.00 Lakh).

                5) Bank Account-   Pass Book.

                6) Passport sized Photograph.

                7) Voter’s Identity Card (Certified extract of the Voters’ List displaying name upon completion of 18 years).

                8) Ration Card.

                9) Driving License.

                10) Letter of Undertaking to the effect that the said Rickshaw would be plied only by the beneficiary woman.

                11) Letter of Undertaking to the effect that the Terms and Conditions of the Scheme would be complied with.

            8. Selection of Beneficiaries:-

            For the selection of Beneficiaries under the Scheme, the following Committee presided over by the District Collector is hereby constituted.

            If large number of applications of the eligible beneficiaries, exceeding the number of beneficiaries earmarked for each city are received during the course of implementation of the Scheme, the beneficiaries under the Scheme shall be selected by adopting “Lottery” System in a transparent manner from amongst the beneficiaries.

            9. Controlling Officer:-

            The Commissioner for Women and Child Development, Maharashtra State, Pune shall act as the Controlling Officer for the Scheme. The Commissioner for Women and Child Development, Maharashtra State should take steps for publishing Advertisements in the State newspapers inviting applications from the interested beneficiaries in a prescribed format.

            10. Specifications of Pink E-Rickshaws:-

             Apart from this, there would be specifications of the Transport Department as laid down by law. Moreover, the said E-Rickshaw should be of a renowned company.

            11. Procedure for the Purchase of Pink E-Rickshaws:-

            Selection of the Agency/Company shall be made by the Commissioner for Women and Child Development, Maharashtra State, Pune, in conformity with the prevailing procedure by following the prevailing Government Policy, with the approval of Government.

            The eligible beneficiaries under the Scheme from the specified cities shall be supplied E-Rickshaws by the selected Agency/Company.

            12. Procedure of Scheme:-

                 1) The interested women shall file their applications for Pink E-Rickshaws in the office of District Women and Child Development Officer.

                2) The responsibility of carrying out final scrutiny of the applications, so received shall rest upon the Committee presided over by the District Collector.

                3) The eligible applicants shall be informed about the lending banks and vehicle supplying Agencies appointed by the Government for the purchase of Rickshaws.

                4) Upon final sanction, the applicant shall get their 70% loan necessary for the purchase of Rickshaw from the bank earmarked by the Government and acceptable to the vehicle supplying Agency by securing compliance of the necessary documents.

                5) The responsibility for the repayment of 70% loan amount borrowed from the bank shall rest upon the applicant.

               6) Once the bank sanctions loan in favour of the applicant for 70% of the price of Rickshaw, the applicant shall make down payment of 10% amount to the Agency from which the applicant is slated to purchase the Rickshaw.

                7] Once the Applicant procures her permit, 20% Amount payable by the Government shall be paid to the concerned Vehicle Agency by the District Women and Child Development Officer.

                8] When the entire purchase price of the Rickshaw is paid to the concerned Vehicle Agency, the vehicle shall be delivered to the applicant.

                9] The responsibility of verifying that the Pink Rickshaw is indeed plied by the beneficiary woman shall rest upon the Traffic controlling Police Department and Transport Department. Moreover, if a man is ever found to have plied the said Pink Rickshaw, action shall be initiated against the concerned parties.  

                10] Once the beneficiary woman gets her Pink Rickshaw she would be expected to ply the Rickshaw to earn her livelihood and become self-reliant.

                11] The responsibility of verifying as to whether the Scheme is being implemented in conformity with the Rules or not, shall rest upon the office of the concerned District Women and Child Development Officer.

                12] If such matters, as non-plying of E-Rickshaw by the beneficiary woman, non-repayment of loan amount etc. are ever noticed, the District Women and Child Development Officer of the concerned District shall counsel such beneficiary woman by taking into consideration her difficulties and problems and try to resolve the problems. If in spite of this, the problems persist, the District Women and Child Development Officer shall discuss the matter with the bank and necessary action shall be taken as per the Rules.

                13] The Hon’ble Minister for Women and Child Development shall have the powers to modify the procedure of the Scheme for facilitating its smooth implementation.

            13. Terms and Conditions of the Scheme:-

                1) Benefit under this Scheme, can be availed of by the beneficiary woman, only once.

                2) The beneficiary woman should not have availed of the benefits of E-Rickshaw Scheme implemented by any other Department of the Government.

                3) The beneficiary woman should not be indebted.

                4) The entire responsibility for the repayment of loan shall rest upon the beneficiary woman.

            14. This Government Resolution has been issued pursuant to the decision taken by the Hon’ble Cabinet in its Meeting Dt. 05.07.2024.

            15. Resolutions vis-à-vis financial provisions for this Scheme, shall be separately issued.            

            16. This Government Resolution has been made available on the website of the Government of Maharashtra viz. www.maharashtra.gov.in and its Code Number is 202407081439262830. This Government Resolution is attested and issued under Digital Signature.
