Guidelines for the Submission of Detailed Project Report (DPR) under AHP and AHP-PPP Components under the Pradhan Mantri Awas Yojna (Urban) 2.0

Preface:-

            On the scrutiny of Detailed Project Reports (DPR) received under the AHP and AHP-PPP Components of the Pradhan Mantri Awas Yojna (Urban) 2.0, it was noticed that there was no uniformity in the matter of Rates of flats, Built-up Area of flats, as well as No-Objection Certificates obtained in the course of construction vis-à-vis Economically Weaker Section, thereof. Accordingly, the Government contemplated the matter of issuing Guidelines for AHP and AHP-PPP Components under the Pradhan Mantri Awas Yojna (Urban) 2.0.

Government Circular:-

            When the proposals received under the Pradhan Mantri Awas Yojna (Urban) 2.0 were placed before the State Level Assessment Committee (SLAC), it was noticed that there was no uniformity in respect of the Rates of flats, Built-up Area of flats, as well as No-Objection Certificates obtained during the course of construction in respect of Economically Weaker Section under the Affordable Housing in Partnership (AHP) and Affordable Housing in Public Private Partnership (AHP-PPP) Components. Hence, pursuant to the directions given in the Meeting of the State Level Assessment Committee (SLAC), the following Guidelines are hereby issued vis-à-vis AHP and AHP-PPP Components.

                 (1) If Sale Price of the Economically Weaker Section (EWS) flats under the AHP Component is 20% more than the Rates under the Current Annual Statement of Rates (ASR), then it would be mandatory to secure registration of minimum 25% beneficiaries (Beneficiary Attachment) before commencing actual construction under all such AHP Projects.

                 (2) If Sale Price of the Economically Weaker Section (EWS) flats under the AHP-PPP Components is 20% more than the Rates under the Current Annual Statement of Rates (ASR), then it would be mandatory to secure Registration of minimum 25% beneficiaries (Beneficiary Attachment) under the Project before extending the sanctioned enhanced FSI under the Pradhan Mantri Awas Yojna or other benefits under the Pradhan Mantri Awas Yojna (Urban) 2.0 to all such AHP-PPP projects. After registration of the beneficiaries, it would be necessary to re-submit such Proposal to the State Level Project Management Unit (PMU) before availing of the benefits under the Pradhan Mantri Awas Yojna (Urban) 2.0.

                 (3) In case of Economically Weaker Section Flats (EWS) under AHP and AHP-PPP Projects under the Pradhan Mantri Awas Yojna (Urban) 2.0, the Built-up Area of a flat should not exceed 1.4 times the Carpet Area. Hence, before mentioning Built-up Area in Annexures 5B, 5C and 5D or before working out the Sale Price of such flats, it should be ensured that the Built-up Area of such flats shall not exceed 1.4 times the Carpet Area of the flat.

                 (4) While submitting Proposals under the AHP and AHP-PPP Components of the Pradhan Mantri Awas Yojna (Urban) 2.0, most of the Implementing Agencies have either not submitted various No-Objection Certificates or stated that they are being submitted. Hence, in future, while submitting Proposals under the AHP and AHP-PPP Components the following valid No-Objection Certificates (NOC) should be enclosed with the Proposal:-

                   a. No-Objection Certificate (NOC) of the concerned Municipal Corporation/Municipal Council/Life Authority/Competent Authority vis-à-vis water supply.

                   b. No-Objection certificate (NOC) of the concerned Municipal Corporation/Municipal Council/Competent Authority vis-à-vis sewerage.

                   c. No-Objection Certificate (NOC) of the Maha Vitaran (MSEDCL) or other Government Body/concerned Authorised Private Electricity Supplier vis-à-vis supply of electricity.

                 (5) Upon completion of Projects under the Pradhan Mantri Awas Yojna (Urban) 2.0 the responsibility in respect of the unallotted flats or vacant flats shall not rest upon the Government.

            While submitting Proposals for the AHP and AHP-PPP Components under the Pradhan Mantri Awas Yojna (Urban) 2.0, all Implementing Agencies should ensure that their Proposals adhere to the aforesaid Guidelines.
